The Administrative Officer (AO) reports to the Chief of Pharmacy Service and has the principal responsibility to assist the Chief of Pharmacy Service by fulfilling the administrative duties of this Service for the Chief to devote time to the operational, clinical, and academic aspects of the health care system. 120-day temporary promotion, detail up to one year. May be eligible for permanent appointment without further competition.

Duties

Major Duties: Program Management: Aids in developing goals and objectives for Pharmacy Service and translates these into specific actions and policies; Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Administers space and equipment programs affecting the Pharmacy Service Line. Coordinates and analyzes internal review activities of Pharmacy Service to ensure that both clinical and administrative functions comply with Central Office directives and standards of various accrediting and regulatory groups including but not limited to The Joint Commission, Office of the Inspector General, and the General Accounting Office. Assists the Chief, Pharmacy Service in any function he/she requires. Serves as an information source in continually briefing the Chief of the program's status as well as developments in the field. Fiscal Management: Prepares Pharmacy Service budget projections based upon studies of past expenditures, knowledge of team requirements, an understanding of the changes which have occurred in the workload, and future goals for approval by Management. Works closely with supervisors in assessing, forecasting, and determining their specific needs. Serves as a Contract Officer Representative (COR) for the Pharmacy Service. Equipment Accountability and Space Utilization: Maintains responsibility for the property assigned to the Pharmacy Service, ensuring that the necessary equipment is included in the preventive maintenance program. Conducts inventories of the Consolidated Memorandum of Receipts. Ascertains and analyzes equipment needs in conjunction with program coordinators, prioritizing equipment needs. Serves as the liaison between the Engineering Service and the Pharmacy Service for equipment orders, deliveries, and any related problems that may arise. Serves as the liaison between the Office of Information & Technology (OI&T) and the Pharmacy Service regarding requests for equipment, services, and support for Pharmacy Service hardware and software. Miscellaneous Duties: Attends meetings as the alternate/designee for the Chief and Associate Chiefs of the Pharmacy Service to ensure continuity, obtaining information and providing feedback. When appropriate, arranges for representation by interdisciplinary staff members at important administrative meetings, committees, and functions by determining the nature and scope of the event versus functional team needs. Contributes to the overall management of the VATVCBHCS by participating as a team member/Pharmacy Service representative with other staff members/Service line officials on special task forces, strategic planning initiatives, special studies, etc. Briefs the Pharmacy Performance Improvement Committee on specific efficiency improvements. Coordinates the set up for meetings, interviews, or conferences at the direction of the Associate Chiefs/Chief of Pharmacy, which includes sending notices to invitees/interviewees, making room reservations, and setting up audio/visual equipment or telephone lines. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Administrative Officer: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: program management such as long term and short term policies and plans, developing goals and objectives, coordinates and analyzes internal review activities; fiscal management, equipment accountability and space utilization, and personnel management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. GS-11 Administrative Officer: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: program management such as long term and short term policies and plans, developing goals and objectives, coordinates and analyzes internal review activities; gathering and analyzing data, making interpretations, and presenting this data in multiple formats; analyze health care issues, recommend strategy and evaluate the effectiveness of the plan for action; extensive knowledge of the missions, organizations, programs, and requirements of health care delivery systems; fiscal management, equipment accountability and space utilization, and personnel management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: While work is partially sedentary, there are exhaustive demands for standing, walking, bending at times defending oneself or others against physical/verbal attack. May also require travel by auto or plane. The work is performed in an office setting. However, there is exposure to communicable disease, physical/verbal abuse from disturbed patients, family members, distraught visitors or public. Safety precautions are necessary.
