Serves as the Administrative Officer for Surgery Service and is directly responsible to the Chief of Surgery. Maintains full authority over and responsibility for the daily operational administrative and managerial activities taking place within Surgical Service and is accountable for consistency and managerial/administrative operations in support of standards of delivery of patient care in the VA Texas Valley Costal Bend Health Care System(VATVCBHCS).

Duties

Administrative Management Works with the Chief of Surgery in planning organizing, directing, coordinating, controlling, reviewing, evaluating and improving care and treatment of patients for a large geographic area. Contributes to the establishment of policy and programs for the product line by providing and interpreting information that impacts every clinic in VATVCBHCS. Determines product line goals and objectives and develops short and long-range plans for achieving in conjunction with the overall plans of the VATVCBHCS consistent with the current strategic planning process. Interprets data and provides direct information and dialogue that is presented in the annual budget plan for the Surgery Service. Provides information incorporated into the business plan by Surgery Service clinic leadership in the respective sites. Directs a comprehensive evaluation of product line performance measures, goals and objectives and makes necessary adjustments to improve delivery of patient care services. Establishes service policy in such areas as safety, data management and operating guidelines. Administers a system for communication of policy and procedural interpretations on Central Office, Regional Office and VATVCBHCS directives, policies and guidelines, and ensure adherence to them; and administers a management reporting system which provides appropriate information for executive decision making in such areas as: organization improvement; changes in delegations of authority; position management; and coordination among the product lines respective programs and with clinic leadership in multiple locations. Administration Supervision and Management of Employees Reviews all appointments, promotions, incentive awards, position descriptions, disciplinary and adverse actions etc., and contributes to the structure and optimum organization and distribution of functions within Surgery Service. Incumbent is designated to assist the Surgery Service Chief in managing the operations and performance of the Surgery Service. Establishes and maintains "service" level controls for the use of sick leave, annual leave, overtime, compensatory time and authorized absence. Also, oversee the management of part-time physicians' time and attendance. Assist all subsection supervisors in the writing and submission of position descriptions. Serves as the liaison between the "service" and Human Resources Management Section for classification, filling vacant positions, employee grievances and employee relations. In addition, incumbent will work closelywith the Surgery Service designated staff and credentialing and privileging office to coordinate boarding of physicians and physician assistants/nurse practitioners. Prepares/oversees and submits requests for hiring new staff and upgrading existing staff. Supervises administrative staff assigned to Surgery Service; oversees the assignments of the secretary. Budgeting/Financial Management Work Functions as the budget and finance coordinator for the Service. This includes budget formulation, justification, and execution; financial management; financial reporting, positions management, preparing and submitting annual budget requests and requests for budget increases as necessary. Identifies/evaluates workload trends and perform statistical analysis to determine resources needs and projections to accurately compile and prepare management report for fiscal and data validation purposes. Provides advice to the Surgery Chief and top management on budgetary and financialissues. Contract Management Writes, manages, and monitors payments of services contracts. Collaborates with Human Resources Management, Logistics Management Service and the Consolidated Contracting Authority to ensure proper protocol and law for purchasing healthcare services and instituting sharing agreements. Prepares "Statements of Work" (SOW) for the purchase of healthcare services, evaluates proposals for contracted services, serves as thecontracting officer representative technician (COTR) for all contracts in the service. Reviews and validates all contract proposals and agreements to assure sufficient funds, personnel and administrative resources are accounted and accurate. Equipment Management Collaborates with Logistics Management Service including the supply process and distribution (SPD) section to ensure equipment requests are properly submitted to prevent delay of equipment and supplies. Reviews, prioritizes and approves equipment requests by Surgery Service. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel or substantive administrative support functions (i.e. internal activities or functions such as supply, budget, procurement or personnel which serve to facilitate line or program operations), knowledge of pertinent laws, regulations, policies and precedents that affect the use of program and related support resources (people, money, equipment), knowledge to evaluate recommend and implement improvements in the effectiveness and efficiency of work operations, knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity, knowledge is applied in developing new or modified work methods, organizational structures, records and files management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations, skill in written and oral communication sufficient to prepare and present findings and recommendations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters degree, if related. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.
