The Administrative Officer (AO) independently directs and manages the operations of complex administrative functions of the Pain Service Line within all VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) sites (Harlingen, Corpus Christi, McAllen and Laredo). The AO also serves as the coordinator, advisor, and planner for the delivery of health care services for both VCB Pain Service and the VISN 17 Clinical Resource Hub Programs within the Pain Service.

Duties

*** Non-Bargaining Position *** The incumbent interprets the data provides direct information and dialogue that is presented in the annual budget plan for the Pain Service. In addition, the incumbent provides information that is incorporated into the business plan by Pain Service clinic leadership in the respective sites. Directs a comprehensive evaluation of product line performance measures, goals and objectives and makes necessary adjustments to improve delivery of patient care services. Assumes major responsibilities for human resource issues within the Pain Service In this area duties include, but are not limited to, giving guidance and direction with regards to disciplinary and adverse actions, performance management, incentive awards, absence and leave, and position management. Assists Chief of Pain in directing, developing, planning, monitoring, coordinating and implementing administrative and health care activities of the Pain Service. Develops working relationships with the VATVCBHCS clinical and administrative service chiefs, supervisors and private health care professionals/providers. Coordinates and responds to all controlled correspondence, congressional correspondence and patient complaints assigned to the Pain Service. Attends regularly scheduled administrative meetings and other meetings as deemed appropriate by the Chief of Pain. Coordinates utilization studies, analyses and evaluations regarding the availability of staff and facilities and changes in procedures and policies as they affect the Pain Service. Provides consultation and advice to supervisors and managers reporting to Chief of Pain on all matters pertaining to administrative and clinical issues. Directs a full range of administrative activities such as budget/planning, human resources, equipment/supplies, security, safety, and patient/public relations. Organizes and controls service evaluation activities for multiple programs. Develops and coordinates with Quality Management Service addressing clinical reminder standards. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel or substantive administrative support functions (i.e. internal activities or functions such as supply, budget, procurement or personnel which serve to facilitate line or program operations); knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization which requires excellent individual decision-making skills, includes in depth knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources from state, local, and federal authorities; knowledge of reporting requirements and statistical formula for the preparation and submission of required reports and special surveys, including knowledge of VISTA functions as they apply to patient processing and resource allocation and knowledge of appropriate procedures for scheduling, recording and reporting clinic workload; knowledge of workload reporting systems to assure accuracy of data and to identify trends and adjust in staffing distribution or budgetary allocation; knowledge of space, equipment, supply, and personnel requirements to formulate efficient and effective program planning; and, knowledge of Total Quality Improvement principles and the ability to identify opportunities to improve patient care and endorse actions to affect such improvement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree. (Transcripts Required) You will be rated on the following Competencies for this position: Accountability Administrative and Management Conflict Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
