This position is located in the Harlingen Outpatient Clinic (HOPC), VA Texas Valley Coastal Bend Health Care System, Harlingen, Texas. The Administrative Officer (HOPC) is responsible for the overall administrative, logistic, operations, e.g. safety systems, public affairs, etc. direction of this facility. The incumbent reports to and is supervised by the Supervisory Health Systems Specialist (Health Care Center at Harlingen), VA Texas Valley Coastal Bend Health Care System (VATVCBHCS).
Duties

The position demands a high level of administrative expertise across a broad spectrum to meet the managerial requirements of this clinic. The incumbent manages all administrative and logistic functions and collaborates with the Chief Medical Officer (CMO), who functions as the chief clinician and director of medical and education programs within the clinic, in providing day to day direction and oversight of clinic operations along with reporting directly to the executive leadership with recommendations for improvement, deficiencies within the clinic/administrative areas, planning, etc.
Provides overall administrative and clerical direction of the facility.
Manages all administrative functions and collaborates with the Chief Medical Officer in providing day-to-day direction and oversight of clinic operations.
Coordinates daily operations of services necessary to provide a continuum of care for Veterans.
Tracks, monitors, evaluates, develops and implements action plans to ensure achievement of VA standards for clinic performance measures.
Conducts management studies and projects for VATVCBHCS management such as efficiency reviews and participation on Boards of Inquiry.
Maintains information re: equipment needs/ priorities within the clinic, such as updating equipment priority database and Consolidated Memorandum of Receipts.
Serves as Contracting Officer's Representative (COR) for applicable clinic contracts, monitoring performance and addressing discrepancies.
Manages time/attendance, serves as EEO Coordinator for the clinic, and enhances overall employee morale.
Assures recruitment/retention of qualified candidates, coordinating timely recruitment and credentialing/privileging of clinical/professional staff.
Acts as the Total Quality Improvement "Coordinator" in the clinic's pursuit of excellence in the delivery of health care services, is liaison with area VSOs.
Coordinates internal/external reviews (i.e. OIG), ensures readiness, updating/revising manuals/policies, and ensuring records are appropriately maintained.
Directs a full range of administrative activities such as budget/planning, human resources, equipment/supplies, security, safety, and patient/public relations.
Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel or substantive administrative support functions (i.e. internal activities or functions such as supply, budget, procurement or personnel which serve to facilitate line or program operations); thorough knowledge of the mission and priorities of the clinic and their relationship to the overall mission of the health care system; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization which requires excellent individual decision-making skills, includes in depth knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources from state, local, and federal authorities; knowledge of reporting requirements and statistical formula for the preparation and submission of required reports and special surveys, including knowledge of VISTA functions as they apply to patient processing and resource allocation and knowledge of appropriate procedures for scheduling, recording and reporting clinic workload; knowledge of workload reporting systems (i.e. ARC, KLF, DSS, VSSC, ProClarity and other program analysis databases) to assure accuracy of data and to identify trends and adjust in staffing distribution or budgetary allocation; knowledge of space, equipment, supply, and personnel requirements to formulate efficient and effective program planning; and, knowledge of Total Quality Improvement principles and the ability to identify opportunities to improve patient care and endorse actions to affect such improvement. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
