This position is located in Refugee, Asylum and International Operations Directorate, International and Refugee Affairs Division, Headquarters.
As a Refugee Officer (Headquarters), you will serve as a specialist and headquarters authority in all aspects of refugee, parole, I-730, and other cases; and provide expert operational guidance on immigration benefits to adjudicators, senior leaders, Federal agencies, congressional staff, and the public.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Serve in an IRAD HQ Branch as a program manager and expert in refugee, parole, and other international humanitarian adjudications to develop standards, policies, procedures, and training materials that comply with all applicable law and policy.
Serve as a liaison to internal and external partners to coordinate, plan, and manage projects which inform operations by collecting information from various sources to perform data analysis and present results in written and/or oral form.
Develop and revise standard operating procedures (SOPs), RAIO and IRAD lesson plans, forms, policy, guidance and other IRAD and RAIO materials consistent with laws, regulations, agency policies, and program integrity.
Develop, revise, and conduct training for officers in IRAD on parole, refugee, I-730, and other humanitarian adjudications, policies, and procedures.
Respond to complex and sensitive inquiries from a variety of sources on international, parole and refugee-related humanitarian procedures, laws, regulations, policies, and adjudicate cases that are precedent-setting and have a national impact.
Lead the planning, development and implementation of projects by coordinating with internal and external partners, and advise leadership on the formulation and development of policies and procedures governing international humanitarian programs.
Drafting responses to taskings and requests for clearance, experience with external engagement planning, employee engagements, creating briefing materials, responding to Congressional reporting requirements, and knowledge management.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/18/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/18/2024.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Adjudicating difficult and sensitive immigration benefit cases that are discretionary, precedent-setting, have high visibility or are important to the agency.
Reviewing refugee, parole, asylum, or related immigration benefits decisions to ensure proper application of all relevant guidance.
Analyzing refugee, parole, asylum, or other immigration program operations with regard to production, quality and service to the public.
Preparing reports, analyses, or field guides in support of refugee, parole, asylum, or immigration operations' program management objectives.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Adjudicating refugee, parole, asylum, or related humanitarian cases that are sensitive, precedent-setting, or have a national impact.
Serving as an expert on refugee, parole, asylum or other humanitarian programs, formulating standards, policy, and procedures governing the administration of the U.S. Refugee Admission Program or other humanitarian programs similar in size and scope.
Analyzing long-range planning of new refugee, parole, asylum or other humanitarian programs while assessing productivity, efficiency, integrity and the effectiveness of program operations.
Providing expert guidance in the organization, development, and implementation of projects.
