Duties
Prepare and defend formal Full Time Equivalent (FTE) and payroll execution reports.
Conduct projects requiring advanced analytical projections, predictive modeling, and innovative research skills.
Conduct oversight for and manage VBA position inventories in the VA manpower and personnel systems of record.
Perform advanced programming in Excel, Access or other software to perform data mining and predictive modeling activities.
Review and recommends modifications and improvements in management reporting systems pertaining to budget and fiscal status.
Communicate with senior management officials and other Government agencies.

Specialized Experience:
GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service or private sector. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as:
1). Resolving issues where governing laws and regulations are highly interpretive and/or precedents are non-existent, obscure, or conflicting;
2). Performing analytical and statistical evaluations using software such as Microsoft Excel to assist management in the identification, management and expenditure of resources and often results in the alignment of agency resources; and
3). Performing statistical evaluations considering factors such as cost-effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
