You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Contracts Department of NAVSURFWARFCTR PANAMA CITY DIVISION. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).

Duties

You will monitor and track the team's workload ensuring that contract actions are executed timely and comply with pertinent statutes and regulations. You will motivate and lead a diverse group of employees. You will mentor and train the team. You will routinely apply independent thinking to issues and demonstrate an ability to correctly use processes, procedures and regulations. You will work on multiple tasks at the same time and must be able to diffuse stressful situations, have patience, and be able to communicate across the spectrum of the organization. You will act as technical advisor to program management offices in planning, coordinating, establishing milestones, developing special or unique provisions, preparing procurement plans, and communicating with personnel. You will analyze requirements to assist in development of meaningful and adequate statement of work and/or purchase descriptions in coordinating with technical, legal, and patent personnel. You will procure complex requirements and conduct negotiations in the pre-award and post-award phases of contracting. You will determine the type of contract best suited to the requirements and develop special clauses and terms and conditions applicable. You will resolve post award administration issues. You will close out contracts or work with Defense Contract Management Agency to close out contracts. You will hold a warrant or have the ability to hold a warrant.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contracting specialist ensuring timely, compliant execution of contract actions to manage multiple tasks, resolve issues, and provide mentorship and technical guidance for the successful negotiation and administration of contracts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
