You will serve as a Manager in the Acquisition Policy/Oversight Division; Contracts Department of NAVSURFWARFCTR PANAMA CITY DIVISION. You will serve as the Division Director with an unlimited contracting officer warrant within the Contracts Department.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-06 is equivalent to GS-14/15.
Duties
You will conduct Acquisition and Contracting in support of Warfare Center and tenant activity requirements to include construction and non-FAR transactions (grants and other transactions).
You will execute pre and post award contract execution and workforce management.
You will be responsible for all contractual procurement matters as well as the overall management and operations of the 021, 022, or 023 Contracts Divisions.
You will conduct, direct, and supervise the general functions of the division.
You will be responsible for cradle to grave contracting through the planning, solicitation, negotiation, administration and close-out of all contracts, purchase orders, task orders, grants, and other transactions.
You will oversee advanced planning, negotiation and administration of highly complex contracts.
You will, as a principal advisor on contractual matters, be required to interpret regulations and policies imposed by higher organizational levels.
You will conduct best value contracting for professional services, large hardware buys, construction and contracting and non-FAR transactions (grants and other transactions).

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contracting officer or contract specialist soliciting, evaluating, negotiating, awarding, or overseeing contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: evaluating a contractor's capabilities; recommending or determining an acquisition strategy; conducting contract negotiations; awarding contracts; analyzing contract charges or costs to determine appropriateness or reasonableness; facilitating contract changes through the life-cycle of an acquisition; ensuring contracts comply with applicable regulations or policies.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
