This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
You will serve as a Division Director in the Contracts Department of the Naval Surface Warfare Center Panama City Division.
Duties
You will serve as the Division Director with an unlimited contracting officer warrant within the Contracts Department.
You will be responsible for all contractual procurement matters as well as the overall management and operations of a Contracts Division.
You will conduct, direct and supervise the general functions of the Division.
You will be responsible for cradle-to-grave contracting through the planning, solicitation, negotiation, administration and close-out of all contracts, purchase orders, task orders, grants, and other transactions.
You will oversee advanced planning, negotiation and administration of highly complex contracts.
You will interpret regulations and policies imposed by higher organizational levels.
You will conduct best value contracting for professional services, large hardware buys, construction and contracting, and non-FAR transactions (grants and other transactions).
You will develop policy for the Contracts Department.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing professional contract functions to manage an organization's acquisition or procurement of goods or services. Examples of qualifying experience may include (1) Ability to manage, supervise, lead and train a team in the contract process to include planning phase, source selection phase, documentation of the award decision phase, and through contract award; (2) Knowledge of Federal, DOD, and Navy contracting laws, regulations and procedures applicable to the acquisition process; (3) Skill in the planning, implementation and administrative of all forms of contracts (Cost Plus Fixed Fee, Fixed Price, Indefinite-Delivery-Indefinite-Quantity (IDIQ), Letter Contracts, Urgent and Sole Sources); (4) Knowledge of non-FAR transactions to include grants and other transactions. (5) Ability to write contracting policy for the Department.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
