You will serve as a Contract Specialist/Contracting Officer in the Corporate Operations Contracts Division of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped GS-13 Step 10 (currently $128,043). Duties

You will perform duties as a Team Leader who monitors and tracks the team's workload, ensuring that contract actions are executed timely and comply with pertinent statutes and regulations. You will assist and train lower-level employees on a variety of procurements actions for pre-award, award, and post-award from the cradle to the grave, to include supply, services, construction, and Architect and Engineering (A and E) contracts. You will act as the technical advisor to the Corporate Operations Department in planning, coordinating, and establishing milestones for procurements. You will develop special or unique provisions, prepare acquisition plans, and communicate with personnel involved and process requirements for programs or projects. You will advise others based on your knowledge of a variety of contract types, methods of contracting, and selection factors necessary to procure complex requirements, including construction and A and E. You will advise others to conduct negotiations in the pre-award and post-award phases of contracting. You will determine the type of contract best suited to the requirement and develop special clauses, terms and conditions applicable, and monitor the contract through closeout. You will serve as a warranted Contracting Officer performing a full range of pre-award and post-award duties.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contract specialist or contracting officer soliciting, evaluating, negotiating, awarding, or overseeing contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: evaluating a contractor's capabilities; recommending or determining an acquisition strategy; conducting contract negotiations; awarding contracts; analyzing contract charges or costs to determine appropriateness or reasonableness; facilitating contract changes through the life-cycle of an acquisition; ensuring contracts comply with applicable regulations or policies. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
