You will serve as a Financial Management Analyst in the Comptroller Department (N8) of COMNAVREG MIDLANT NORFOLK.
Duties
You will organize, manage, execute and monitor Government Purchase Card program and reconcile purchase transactions. You will provide assistance and technical guidance relative to timely and accurate financial issues.
You will execute assigned programs, installations and special funds and coordinate with the Accounting Division on identifying funding and accounting errors, completing corrective actions and ensuring accurate fund status and execution reports.
You will prepare end of month funding status review, close out each fiscal year, complete certified obligations reporting and year end reports, and prepare other budget and financial reports.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing financial information using spreadsheets and various databases to formulate budget estimates, evaluate budget requests, report expenditures, perform research, and reconciliations for multiple programs, installations, functions, and special projects; 2) Utilizing electronic financial systems to manage accounting, budget, and other related financial management works; 3) Resolving a range of complex financial problems through the development of alternative solutions; 4) Reconcile financial reports to ensure all commitment, obligation, expenditure, and liquidation documents are accurately reflected in the database; and 5) Develops timely and accurate managerial accounting reports, budget execution reports, and financial management reports; and 6) Reconcile Government Purchase Card transactions. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher-level graduate education leading to a master's degree
OR
Possession of an LL.M. that is related to this position being filled.
