You will serve as a SUPERVISORY PROGRAM ANALYST in the CYBER ENGINEERING AND DIGITAL TRANSFORMATION DIRECTORATE (SEA 03) of NAVSEA HQ FIELD SUPPORT.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will provide leadership and subject matter expertise in the analysis, planning, design, execution, and evaluation of information technology.
You will be responsible for managing logistics and business systems supporting the Intermediate and Depot Ship Maintenance community.
You will provide analytical expertise and advice and exercise management and executive knowledge and ability to manage, direct, and assist in a line capacity with the management and direction of all programs and support.
You will be responsible for managing Navy Maritime Maintenance Enterprise Solution (NMMES) Program requirements.
You will operate under the general direction of the Director who makes assignments of a very broad and general nature covering long-range program plans,
objectives, and policies.
You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts.
You will determine responsibilities, evaluate employee performance, recommend appropriate incentives, initiate corrective actions, assure safety practices, and keep employees informed of management and personnel policies.
You will serve as a management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter requiring specialized ability to correlate and corroborate information into reports and records.
You will develop and implement overall program requirements based on new or revised legislation.
You will develop and implement improvement and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analysts.
You will identify and facilitate potential solutions and evaluates technical, cost, and schedule implications of each viable solution.
You will manage enterprise software operations and/or sustainment support services or equivalent.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sectorleading in the development of acquisition programs to ensure policies and requirements are met for the effectiveness and improvement of an organization.
