You will serve as a Financial Management Analyst in the Corporare Business & Analysis Group of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will be responsible for the DPA with approximately 40 resources and value of $60M. You will need to have an ability to understand rules and regulations of most funding types, specifically MRTFB and Direct funds. You will be responsible for budget development (Rate builder), execution, forecasting, trending, analysis, and detailed financial reporting for the DPA and CDA. You will monitor budget plans and execution, analyze data, evaluate and interpret findings, and develop constructive conclusions and recommendations. You will actively foster positive working relationships at all levels, employing open dialogue while providing responsive, high-quality products.

  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least: At the DA-04 Level: One year of specialized experience equivalent to the next lower grade level (GS-9/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Financial Management Analyst. Specialized experiences must include duties related to the following: (1) Independently formulating budgets and monitoring execution of funds; (2) Independently providing variance analysis and detailed briefs; (3) Independently Extracting information from systems, analyzing and interpreting financial reports; (4) Identifying, analyzing and resolving a range of budgetary, fiscal / legal, appropriation / policy problems; and (5) Developing and briefing financial status, conducting high level discussions regarding financial gaps and concerns At the DA-03 Level: One year of specialized experience equivalent to the next lower grade level (GS-5-8) or pay band (DA-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Financial Management Analyst. Specialized experiences must include duties related to the following: (1) Formulating budgets and monitoring execution of funds; (2) Providing variance analysis and detailed briefs; (3) Communicating effectively with all levels of management and providing sound guidance; and (4) Extracting information from systems, analyzing and interpreting financial reports. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

At the DA-04 Level:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience

At the DA-03 Level:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.B. or J.D., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience
