This position is assigned to the Bureau of Administration, Global Information Services, Office of Global Publishing Solutions, Customer Service Branch (A/GIS/GPS/CS). Global Publishing Solutions (GPS) manages, directs, and establishes policies for the Department’s worldwide source for centralized printing, graphics, publishing, reproduction and distribution services.
Duties
Serves as a Global Publishing Solutions (GPS) focal point and source of advice/assistance for publishing and printing projects/services, as well as the provision of advice and guidance related to vendor contracted services.
Provides an individualized, relationship-driven avenue for Department of State customers to communicate their overall printing and publishing needs.
Promotes GPS marketing programs through attracting potential customers by answering product and service questions and suggesting information about other products and services.
Prepares, assembles, and coordinates memorandums, letters, and reports in draft format to be distributed to higher levels of authority within the organization structure to include customers, vendors and Director level management.
Researches and presents trending industry advances (when applicable) to GPS operations.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants applying for the GS-11 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service to successfully perform the duties of the position.
Examples of qualifying specialized experience include:
Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
Managing a printing plant that produces printing either for the government or private industry customers.
Performing production control work in a large printing plant.
Serving as a sales representative for a wide variety of printing equipment.
Analyzing the price and cost of preparation and production of printing.
Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.
In addition, qualifying specialized experience must demonstrate the following:
Experience with multimedia products and production techniques including graphic design methods, prepress, printing, binding, production software, and terminologies for a wide range of products using various types of materials to service customers.
Experience with contract administration and contracting techniques to assist with customer project funding administration.
OR
B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. from an accredited college or university with a major field of study in education or a subject area related to the position to be filled;
OR
C. Have a combination of graduate education with a major field of study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics AND specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meet 100% of the qualification requirements for this position.
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
