As a Program Analyst (Regulatory Affairs) at the GS-0343-13 level, you will be part of Office of the Executive Secretariat, Privacy, and Information Management (OESPIM), at the Office of Personnel Management (OPM). If selected, you will be responsible for providing analytical and management support for the OPM's Regulatory Affairs Program. Assignments will consist of regulatory tasks that cut across and impact the entire Federal government workforce and the military.

Duties

Manage OPM’s rulemaking process and serve as the main point of contact for the Regulatory Affairs Program. Edit proposed regulations for coherence, effectiveness, substance, and compliance with the policies, regulations, and statutes that govern the rulemaking process. Represent the organization in meetings and transactions with officials of other agency organizations, the Office of Management and Budget (OMB), Office of the Federal Register, General Services Administration, and the private sector. Represent OESPIM in working with OPM’s program offices to discuss issues and challenges and assist in their resolution. Draft, coordinate, review, and submit reports on OPM’s regulatory activities and priorities, including the Unified Agenda and Regulatory Plan, to OMB and Congress.

Qualifications

For the GS 13: You must have one year of specialized experience which is equivalent in difficulty and complexity to the GS-12 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates experience with: 1) collecting, analyzing, or reporting information related to regulatory activities and compliance; 2) assisting with the development, review or implementation of regulatory policies and procedures; 3) communicating information about regulatory requirements to internal and external stakeholders. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
