The primary purpose of this position is to serve as technical advisor to AFIA/CC, (SAF/IG) and (SECAF) for Special Access Program (SAP) Inspections and Policy involving (HAF), (SAF), (MAJCOM) and (FLDCOM), with responsibility to review, study and oversee (DoD), Air Force (AF), and agency programs.

Duties
Plans, develops, organizes, and coordinates the Special Access Program SAP security inspection and assessment activities and serves as SAP Security inspection Technical Advisor to TIG and SECAF.
Serves as Chief Inspector/Team Chief for the execution of Department of the Air Force Wide SAP Inspections. Develops goals and objectives that integrate organization and Inspector General (SAF/IG) Objectives and leads multi-discipline teams of Subject Matter Experts on DAF-wide SAP inspections.
Technical Expert and Consultant to TIG, SECAF and Senior DAF leaders on SAP enterprise inspection Issues. Serves as TIG and SECAF technical expert with senior US Air Force and US Space Force leaders on doctrine and policy governance over the DAF SAP enterprise to include translating National Agency, Department of Defense, and DAF doctrine into action, ensuring proper implementation and compliance throughout the agency.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of knowledge of a wide range of complex inspection principles, concepts, and practices to recognize and resolve discrepancies; and modify established approaches, methods, or procedures to improve data gathering and analysis techniques. This includes in-depth knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources for mission, capabilities, organizations and operations of the Air Force (AF) Office of the Inspector General (SAF/IG). In-depth expert knowledge of a major area of SAP security specialization with demonstrated mastery of security administration policy and programs. Comprehensive knowledge of security policy requirements to function as technical authorities in assignments requiring the application of theories and development to security problems not susceptible to treatment by accepted security methods, technology, and procedures: knowledge in resolving major conflicts in policy and program objectives. Mastery of knowledge of policy development and key decision-making in complex assignments, such as planning for significantly new and far-reaching SAP security programs requirements or leading or participating as a technical expert in interagency study groups to resolve problems with existing security systems and programs that require innovative solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Superior knowledge of a wide range of complex inspections and investigations, utilizing compliance principles, concepts, and practices as applied to classified and highly sensitive programs. Extensive knowledge of Public Laws, Executive Orders, DoD Regulations, Department of the Air Force Instructions-to include Space Force, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs.
Comprehensive knowledge of SAP information, to include an in-depth understanding of industrial and personnel security requirements.
Highly skilled at developing, analyzing, and evaluating security programs to meet SAP mission requirements.
Skilled interviewer and inspector with extensive experience in SAP mission execution/expectations.
Proven ability to develop and translate policy into executable SAP protection processes to assist managers in establishing and operating internal security programs to protect DAF, DoD, and national level SAPs.
Demonstrated ability to communicate inspection issues with high-ranking US Government, DoD, and US Cleared Industry officials orally and in writing, utilizing clear, concise, and accurate language. In some cases, this interface can be contentious, requiring adept diplomacy, respect and courtesy, yet still imparting to concerned individuals the aspects of SAP security requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
