DCSA's DoD Insider Threat Management and Analysis Center (DITMAC) is seeking a Chief Analysis and Mitigation who plans, organizes, and directs the DITMAC Directorate responsible for data aggregation and organization, case generation, case analysis and referral generation/tracking. Oversee all Directorate activities and outputs. Responsible for leading all analytic and case management functions to fulfill DITMAC's mission of overseeing the mitigation of insider threats within the DoD.

Duties

As a SUPERVISORY INSIDER THREAT ANALYST you will be responsible for the following duties: Provide first line supervision and operational oversight for the multiple GG-14s, GG-13s and contractor staff. Oversees all Directorate activities and outputs. The Chief of Analysis and Mitigation is responsible for leading all analytic and case management functions to fulfill DITMAC's mission of overseeing the mitigation of insider threats within the DoD. On all high profile/high impact issues resulting in the creation of specialized reporting for senior DoD leadership, the Chief acts as the lead approval authority, with DITMAC Deputy Director for Operations or Director as the final release authority. Manages the Directorate workload. The Chief Analysis and Mitigation is responsible for ensuring the Directorate is appropriately manned with the correct mix of skills to accomplish the mission and personnel are appropriately balanced across the branches. The Chief is also responsible for ensuring Directorate personnel receive the required training and have access to the necessary tools and capabilities to successfully accomplish the mission. The incumbent ensures Directorate work quality and performance through regular oversight. Responsible for maintaining situational awareness on operational or other issues pertaining to Component partners and ensuring both fellow chiefs and the DITMAC Deputy Director for Operations and Director are aware of any pertinent issues. The Chief Analysis and Mitigation also is responsible for promulgating relevant information to his/her Directorate staff. Facilitate innovation and process improvement for all directorate personnel and processes. Evaluate and recommend to the DITMAC Deputy Director for Operations and Director proposed changes in operating tactics, techniques and procedures. Maintain productive work relationships with senior management officials and colleagues from OSD, the forty-three DoD Components, the National Insider Threat Task Force and non-Defense agencies. Develop and clearly communicates pertinent information to diverse audiences (e.g. DoD, IC, Federal Government and Law Enforcement agencies and Congress) in a timely and proper manner. Uses an extensive network of contacts within and outside of DSS to identify customer issues, propose effective solutions, and explain rationale for proposed solutions. As a recognized subject matter expert, fully utilize all classified and unclassified databases, commercial databases, software applications, and other research tools to identify and assess insider threats. Perform analytical support and provide recommendations designed to mitigate insider threats to DoD personnel, infrastructure, and essential national security information resident on DoD facilities or networks. Demonstrates expertise in the field of personnel security, to include expert-level knowledge of the background investigation and adjudication process for both national security and public trust positions. Demonstrates expertise in the field of Threat Assessment and Threat Management and oversees all DITMAC threat assessment and threat management activities supporting the DoD enterprise. Represents DITMAC in various areas of insider threat working groups and analytical exchanges. Establishes and maintains liaison with management officials and colleagues from OSD and other Defense Counterintelligence and security components and non-Defense agencies. Serves as a member of the various local interagency groups as assigned.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Leadership in insider threat, analysis or insider threat pillar (i.e. counterintelligence, security, etc.; program development, analysis, and assessment; and mitigation of risk to personnel, infrastructure, and national security information on facilities or networks. Specifically you will be evaluated on the following competencies: 1.
