This position is located in the Technologies, Systems and Innovation Division (TSID), Wireless Telecommunications Bureau, Federal Communications Commission (FCC) located in Gettysburg, PA and Washington, DC.Relocation expenses will not be paid.

Duties
The incumbent provides managerial leadership to and exercises supervision and direction over the analysis, implementation, management and support of licensing and other Bureau IT systems. Incumbent trains and mentors other WTB staff on software and tools for which they have responsibility which facilitates staff’s ability to use software and tools, and prepares staff to assume the responsibility for the software and tool maintenance and to actively engage in future development efforts.

For the GS-14, applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following:
Experience supervising (leading) staff in the accomplishment of executing information technology initiatives, activities including the determination of scope, justification for funding, personnel and other resources; analyzing data and trends; developing business integration models; risk analyses; and implementing strategies in support of licensing and other Bureau IT systems.
Experience providing advice and guidance to management on recommended courses of action, development of proposals defining the project, scope and schedule in order to execute project plans.
Experience developing and analyzing requirements for automated systems utilized for licensing processes and related activities; and identifying opportunities where new technologies can be tested to improve automated processes.
Preparing documentation for system upgrades and new system requirements, user acceptance test plans, data analysis, system analysis and recommendations, user guides and training materials; and communicating with stakeholders, and a variety of individuals within and outside the organization.
For the GS-15, applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:
Experience supervising (leading) staff in the accomplishment of executing information technology initiatives, activities including the determination of scope, justification for funding, personnel and other resources; analyzing data and trends; developing business integration models; risk analyses; and implementing strategies in support of licensing and other Bureau IT systems.
Experience providing advice and guidance to management on recommended courses of action, development of proposals defining the project, scope and schedule in order to execute project plans.
Experience planning and managing projects that include the delivery of services, reporting, data analysis to FCC staff and the public.
Experience coordinating with IT staff on the development of innovative web pages and tools to provide information and data to help drive telecommunications policy.
Experience in the analysis of available web tools, Business Information System tools and technologies to identify and evaluate IT solutions and create efficient and effective business processes.
