This Information Technology Specialist, GS-2210-14 MP is located in National Science Foundation. The primary purpose of the position is to manage, monitor, coordinate, and execute various communications program acquisition activities, including unified communications for the formulation of requirements, conducting market research, authoring statements of work, preparing for equipment "end of life" dates, and planning for the timely replacement of obsolete equipment and expiring contracts.
Duties
As a Information Technology Specialist, GS-2210-14 MP, you will perform the following duties:
Ensures IT projects are integrated within the overall organizational IT requirements, schedule, budget, and reporting mechanisms; and meet high IT quality standards in terms of both development and non-development portions of projects.
Develops the methods and standards used to evaluate the quality of accomplishments on specific IT projects and conducts studies and inquiries to determine that projects are accomplished in accordance with application guidance and identify the need for additional policy guidance.
Develops influential relationships with key stakeholders and partners at the senior management level, including agency, division, and industry leaders. Serves as senior, strategic- focused technology advisor in making recommendations to supervisors, division directors and IT managers on Integrated Project Teams and Enterprise Integrated Planning Team activities, as required, to translate and prioritize strategic technology plans into actionable plans to execute the integration of emerging business and technology needs.
Participates in the gathering of end-to-end communications hardware and software requirements for new initiatives and evaluates and tests hardware and software products to determine which products best meet the IT requirements of the Foundation and enhance the Foundation's information security posture.
Qualifications
1) To qualify at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 grade level in the federal government service providing comprehensive, customer-focused IT support in accomplishing complex IT projects. Examples of experience include: leading or overseeing a variety of IT projects and associated IT contracts; managing the lifecycle of IT software and hardware and overseeing organizational IT assets; performing analytical studies on IT support services and making recommendations to improve the efficiency of operations; serving as a strategic partner for IT functions with leaders internal and external to an organization; and managing a variety of IT customer service efforts for an organization.
In addition to meeting the specialized experience above, you must also possess the selective placement factor.
2) SELECTIVE PLACEMENT FACTOR: I have demonstrated experience in implementing and managing ALL IT Lifecycle services and have applied them to ensure the efficient and effective management of IT customer relations within an organization (agency, company, non-profit). This experience includes ALL aspects of the IT Lifecycle: planning, budget, deployment, and ongoing administration.
3) IT Competencies: In addition to meeting the specialized experience and possessing the selective placement factor, applicants must also possess IT related experience (which may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of these four competencies listed: 1. Attention to Detail; 2. Customer Service; 3. Oral Communication; and 4. Problem Solving.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
