You will serve as a MANAGEMENT & PROGRAM ANALYST in the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN (RD&A)) of NIPO FMS FIELD OFFICE.
Duties
You will serve as the action officer and lead for the weekly review of leadership priorities, directorate action items, and cross-directorate efforts.
You will assist leadership with coordinating and planning quarterly senior leadership meetings (SLM).

You will serve as the action officer and lead for maintaining configuration control of the Navy International Programs Office (NIPO) Interactive Operating Guide and Interactive Charter Documents.
You will assist the Executive Director and Director in managing internal and international efforts concerning research, development, and acquisition for DON.
You will manage security assistance and cooperative programs with foreign countries and international organizations for the DON.
You will provide change management leadership and guidance to ensure communication of process improvement efforts to the workforce to ensure sustained results.
You will support the execution of FMS/Foreign Military Financing (FMF) cases; presidential drawdowns; Excess Defense Article (EDA) projects; training; and the processes and policies that guide them.
Requirements

- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC-4B3
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience working with senior management to establish new fundamental concepts and criteria and developing new policies, methodologies, and techniques.
Experience presenting organizational briefings to convey strategic visions or organizational policies.
Experience preparing, reviews, and approving major reports or policies of organization for internal and external distribution.
Experience formulating organizational strategies, tactics, and budget/action plans to acquire and allocate resources.
