This position is located at Bureau of the Fiscal Service, Administrative Resource Center - Assistant Managing Director, Service Delivery. As a Human Resources Specialist (Information Systems/Compensation), you will provide a wide variety of technical, administrative, and analytical support and expertise covering the work of the Division.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Coordinate establishment of procedures with other HR functions, branches, and agencies. Work with managers to ensure compliance with regulations and laws as necessary to support customers.
Develop business rules and/or reports to support complex analytical work and the distribution of data.
Review established programs, evaluate their effectiveness, recommend improvements, and redesign as necessary to meet changing objectives.
Undertake special studies related to the use of personnel and office automation techniques and develops detailed strategy to implement more expeditious methods of accomplishing work in the Division.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-13, is defined as one year of experience at the GS-12 level, or equivalent, which is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following:
- Providing advisory services on Human Resources (HR) laws, policies and regulations such as Title 5 Code of Federal Regulations (CFR), federal HR case law, OPM guidance, Payroll Provider (e.g. NFC, IBC, etc.) guidance; AND
- Developing or conducting payroll or processing related training or presentations; AND
- Conducting or coordinating payroll or processing related projects; AND
- Fully conveying technical information and recommendations to customers.
Specialized experience for the GS-12 is defined as one year of experience at the level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience is defined as ALL of the following:
- Experience interpreting and applying Human Resources (HR) laws, policies and regulations such as Title 5 Code of Federal Regulations (CFR), federal HR case law, OPM guidance, Payroll Provider (e.g. NFC, IBC, etc.) guidance.; AND
- Developing or conducting payroll or processing related training or presentations.; AND
- Conducting or coordinating payroll or processing related projects.; AND
- Conveying technical information and recommendations to customers.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
