You will serve as a MANAGEMENT ANALYST in the COMMAND MILITARY MANNING & MANPOWER (N1S1) of COMMANDER US FLEET FORCES COMMAND.

Duties

You will serve as the expert authority on all matters involving manpower requirements and authorizations; officer placement/ enlisted manning and all military personnel services for USFFC headquarters staff. You will plan/evaluate, and manage a comprehensive manpower program encompassing all facets of military and civilian manpower management. You will serve as the primary point of contact for realignments/reorganizations of billets and organizational structures internal and external to USFF staff. You will serve as the principal advisor on all matters involving officer placement, enlisted manning/ and all military personnel services for the USFF staff. You will manage efforts associated with military personnel checkin/out/ disaster preparedness planning/Mission Essential Personnel/ and staff-wide Critical Billets (those that must be filled at all times). You will watch over the staff manpower/personnel data base which hosts a myriad of data on military/civilian/contractor personnel and positions. You will monitor the manning levels and personnel readiness of USFFCFFC Staff which includes all Headquarters' component activities. You will review and analyze documentation including the assessment of force structure changes, manpower requirements/ or any other significant adjustments and the impact on the formulation of budget. You will conduct technical reviews of OPNAV Sponsor Proposals and Integrated Priority List (IPL) in support of the Unified CINCs. You will review and evaluate funding decisions by higher authority, prepare reclaims, and explanation in defense of programs. You will develop analytical tools and techniques for measuring current and future manpower scenarios and trends. You will promulgate policies and procedures to FFC Staff and subordinate UICS in the management of their manpower resources. You will review and validate subordinate UICs request for additional military manpower resources.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the MANAGEMENT ANALYST, GS-0343-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating personnel knowledge of Navy Total Force manpower policies and comprehensive proficiency in the use of the Navy's Total Force Manpower Management System (TFMMS). Extensive experience and knowledge of the Shore Manpower Requirements Determination (SMRD) policies, and procedures and related tools to provide guidance and assistance to leadership. Extensive experience providing data analysis utilizing Microsoft Excel and Access for military manning studies and total workforce manpower issues. Extensive experience utilizing officer and enlisted personnel distribution systems, distribution policies and procedures. Extensive experience and detailed knowledge of the procedures used to select, assign and distribute officer and enlisted active-duty Navy personnel. Experience and ability to utilize a variety of software/web-based applications such as FLTMPS, MyNavy Assignment, PBIS, TWMS, HR Link and PBIS to produce manpower tracking and assessment reports and conduct senior level briefings.
