The Office of Program Evaluation and Information Resources (PEIR) manages MSHA's program evaluations, data processes, reporting, analytics, Mine Emergency Operations (MEO) telecommunication and IT coordination and serves as the liaison between MSHA and DOL's Office of the Chief Information Officer (OCIO) for MSHA's information technology (IT) program.
Duties
Serves as the alter ego of the Director and as such, exercises program responsibility for the planning, coordination, and evaluation of PEIR services and activities of four subordinate supervisors. Exercises decision-making authority within the framework of DOL/MSHA policy and PEIR program objectives.
Oversees the planning, coordination, and direction of information technology, program evaluation, employment and injury data, and project coordination. Ensures the implementation and administration of recommendations, establishing high-level administrative guidelines, standards, and protocols.
Directly supervises professional, technical, clerical, and/or administrative work. Interviews candidates for positions; recommends appointment, promotion, or assignment for positions; makes or approves selections for subordinate non-supervisory positions; hears or resolves group grievances or serious complaints from employees; and effects disciplinary measures.
Carries out supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO; internal management controls; Merit Systems Principles; Safety and Occupational Health obligations; performance management; management of ethics, conduct, and discipline; and hiring reform.
Provides guidance to the director on sensitive issues and operational challenges, recommending actions to maximize organizational objectives. Represents the director with full authority, articulating program views, and aligning with directorial policies.
Serves as MSHA's advisor to assistant and deputy assistant secretaries, associate solicitor, and other DOL officials, providing technical advice and guidance for critical issues at Congressional hearings, litigation, and sensitive problem situations. Briefs assistant and deputy assistant secretaries on significant program activities, participates in inter-agency committees, and collaborates with key MSHA, DOL officials, and external stakeholders on long-term programs.
Leads PEIR management teams in conducting advanced evaluations to address complex programmatic issues that significantly impact the efficiency and effectiveness of MSHA programs, both currently and in the future.
Reviews organizational strategies to achieve program goals, develops plans for future operational needs, and formulates programs, policies, and standard operating procedures. Develops initiatives and strategies to improve overall program effectiveness. Cultivates an environment conducive to the introduction of new programs and enhanced performance.
Directs activities related to evaluating the effectiveness of MSHA policies and operations, conducting comprehensive internal reviews of sensitive issues such as mining disasters, and analyzing accident, injury, and occupational illness data to identify emerging trends. Establishes data governance policies and provides multiple data services supporting Agency programs and administrative functions.
The role involves pinpointing current and potential impacts through rigorous reviews and analyses, establishing metrics and analysis criteria to ensure timely actions and critical reviews. Provides analytical research and policy analyses to inform executive staff in policy formulation and program implementation. Evaluates reports, conducts thorough research, and delivers detailed briefings and reports, ensuring comprehensive resolution of any discrepancies.
Collaborates with other MSHA Administrators in long-term program planning and coordination. Advises and supports program officials on various objectives including program planning. Develops programs, policies, and operational instructions aimed at enhancing organizational services and mission-related activities. Facilitates leadership in fostering partnerships and collaborative relationships both within and outside of programs.
Engages in long-range and annual planning, establishes new programs, and conducts thorough reviews and evaluations of project management planning and operations.
Responsible for long term programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.
Develops, revises, and implements policies and procedures based on draft legislation and other data requirements. Develops supplementary guidance as needed in specialized areas of expertise for use by others.
Develops drafts of policies, methodologies, and procedures to fulfill mission requirements and objectives. Evaluates and responds to draft legislation and proposals addressing intricate and high-visibility initiatives and challenges that span across agency boundaries or impact multiple agency programs in areas such as financial management, human capital, modernization efforts, customer experience, process enhancements, resource utilization, and strategic planning.
Responds to high-level requests and ensures the achievement of related milestones, projects, and initiatives
Requirements

Qualifications
You must meet the Specialized Experience to qualify for Deputy Director, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes ALL of the following:
Leading evaluation processes to assess program performance and operational efficiency, and evaluate control effectiveness and recommend improvements.
Collaborating with cross-functional teams to gather data, analyze findings, and develop recommendations.
Leading risk assessment initiatives to identify and mitigate potential threats to organizational objectives.
Developing risk profiles and implementing proactive measures to address vulnerabilities.
Designing and executing internal control systems to ensure compliance with regulatory standards and organizational policies.
Reviewing technical writing of regulations, policies, analytic reports, and issue papers.
Experience in developing written materials and presenting policy recommendations orally on behalf of Senior Leadership for formal and informal purposes.
Experience reviewing the financial management and technical impacts of program decisions relating to data analyses, evaluation, and information technology.
Allocates resources, budgets, and measures performance to ensure program effectiveness and sustainability.
Education
There is no educational substitution in lieu of specialized experience at the GS-15 level.
