As the Intellectual Property (IP) Portfolio Manager at NASA Marshall Space Flight Center (MSFC) you will work in and support the MSFC Technology Transfer Office. You will engage with the Center Technology Transfer Officer, scientists, and engineers as they develop and patent new technologies. You will provide your expertise as you work with licensing executives inside the office, academia, and industry as MSFC IP is licensed and provided to the public.
Duties
Communicates and engages with scientists and engineers as they develop and patent NASA technologies.
Maintains oversight of the Marshall Space Flight Center intellectual portfolio and all associated patenting and licensing activities.
Performs liaison functions with other organizations to advise management and technical personnel regarding program initiatives.
Identifies and develops opportunities to grow Marshall’s licensing portfolio and the network of licensees.
Serves as the Center’s Software Release Authority, overseeing the process for making NASA software available to the public.
Assists the Technology Transfer Office in the development of project objectives, plans, and resource requirements.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Facilitating the execution of NASA agreements with commercial and academic partners;
Managing agreements and communication with NASA external partners, including supporting amendments and tracking resources related to such agreements;
Developing, implementing, or monitoring a technical portfolio to ensure efficiency and compliance with current policy and objectives.
