The primary purpose of this position is: To serve as a Program Analyst/Resource Advisor within the Exercises Division, Strategy, Plans, and Policy Directorate. Responsible for overseeing financial management, resource allocation, and program analysis for the Joint Exercise and Training Programs, supporting the Commander, U.S. Central Command (CENTCOM).
Duties
As the lead COCOM program analyst for Exercises, performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation. Monitors the execution of funds across multiple projects, ensuring compliance with management controls and financial regulations.
Ensures direct linkage between DoD and USCENTCOM strategic objectives and the program activities supporting those goals and objectives. The Program analyst serves as the fiscal liaison between the Joint Staff Comptroller, Joint Staff Joint Training, Exercise and Evaluation Program Mangers, Service Component Exercise Finance Managers, Exercises program manager, Command budget analysts (CCJ8), and Directorate Resource Advisors.
Liaises with Joint Staff J7 Strategic Resource Management Office, other DoD Combatant Commands Resource Planners, USCENTCOM Exercise Program Managers, CCJ8 financial management specialists and other appropriate Resource Advisors (RA) to evaluate and analyze Exercise budget requirements, justification and execution practices in the command and other Command offices or staff as appropriate. Provides guidance and focus to exercise planners on formulating both exercise and transportation funding requirements.
The program analyst will prepare reports, responses to queries, justifications and background papers on the financial aspects of the different projects within the Exercise program; provide results of studies, analyses, and evaluations to other directorates to share experiences and resolve controversial issues and improve overall fiscal planning; Represents USCENTCOM J57 at a variety of DoD and Joint Staff O5/O6 level meetings, conferences, seminars, etc. Establishes, develops, and maintains effective working relationships with other DoD Combatant Commands, USCENTCOM Component Commands, other DoD entities, and Inter-agency organizations.

- Position is designated critical-sensitive. Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance. A non-disclosure agreement must be signed.
- The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually in accordance with the Joint Ethics Regulation.
- Safeguards classified or sensitive budget-related information and/or files.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- This is a centrally managed position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying in-depth knowledge of Planning, Programming, Budgeting, and Execution (PPBE) process, including relevant policies, regulations, and guidance to oversee the financial and resource management aspects of joint military exercises, which involves coordinating with high-level DoD officials and other stakeholders to include applying the principles, practices, and techniques of program management, evaluation, and strategic planning, including the ability to assess program effectiveness and recommend improvements and mastery in program management and evaluation, particularly in the context of large-scale joint military exercises.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of the principles, practices, and techniques of program management, evaluation, and strategic planning, including the ability to assess program effectiveness and recommend improvements.
Knowledge of the Department of Defense's (DoD) Planning, Programming, Budgeting, and Execution (PPBE) process, including relevant policies, regulations, and guidance
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations pertaining to budget formulation and financial management to provide guidance to units.
Knowledge program management and financial systems such as Joint Operation Planning and Execution System (JOPES), Defense Enterprise Accounting and Management System (DEAMS), and other DoD-related databases to track program data, input information, and generate reports.
Ability to develop, refine, and recommend long-range program plans and strategic initiatives that align with organizational objectives.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Additional Conditions of Employment:
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
