The position is in the Department of Homeland Security (DHS), Under Secretary for Management, Office of the Chief Readiness Support Officer, Sustainability and Environmental Programs (SEP).
The primary purpose of this position is to serve as a Departmental analyst within SEP.
Non-BU: This is a non-bargaining unit position.
Duties
As a Environmental Protection Specialist, GS-0028-12/13, your typical work assignments may include:
Coordinating the implementation of a comprehensive nationwide EPHP program under the direction of the Program Director.
Establishing and maintaining liaisons with and represents the Department to other Federal agencies; Congressional staff; other DHS organizations; Tribal, state, and local governments; and members of the public on EPHP activities.
Independently providing guidance and technical support to components regarding EPHP matters.
Applying knowledge of environmental conditions, impacts to the human and natural environment, and protection activities related to cultural and tribal resources to conceive, develop, and coordinate the implementation of Department-level policy, guidance, and training related to EPHP matters.

Requirements

- This position may require travel up to 10% of the duty time.
Qualifications
Specialized Experience:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
1) Applying comprehensive knowledge of energy management, water conservation, sustainable buildings, and climate change impacts to buildings; 2) Providing assistance with technical and program management services in support of integrating sustainability, energy efficiency, water conservation, climate change impacts into program decision making; 3) Assisting with a wide range of compliance initiatives in the following program areas that include but are not limited to; energy and water auditing, sustainable building evaluations, regulations, executive orders, and goals associated with energy and water management, sustainable building design, construction, and major renovation guidelines, and climate change impacts.
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:
1) Applying knowledge of climate change impacts, energy and water management, and sustainable buildings to support training in the program areas of climate change, energy/water, and sustainability. ; 2) Providing research and recommendations in support of integrating sustainability, energy and water management, and climate change into program decision making; 3) Supporting the development of policy, guidance, or instruction in a wide range of compliance initiatives in the following program areas that include but are not limited to; climate change, energy/water, and sustainability.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
