This vacancy is for a GS-0343-12/13, Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, BASE OPERATIONS DIVISION -LOG-3 in Norfolk, VA.
Duties
The purpose of the position is to prepare and present Issue papers, briefings, and reports that provide authoritative guidance and advisory services to senior LOGCOM management officials regarding major initiatives; conducts major studies and evaluations to assess current and future issues and problems to support long and short-term planning decisions that could impact base Health, Safety & Work-Life operations; advises the Base Operations Division Chief and Deputy on the design, implementation, and execution of strategic plan initiatives from HQ's & Base perspective; serves as liaison to base entitles for resource management and planning, implementation, monitoring and evaluation of policies, business plans, and performance measures; and to assess strategic and long and short range business impacts on LOGCOM. Deputy Commandant Mission Support (DCMS), Operational Logistics Command (LOGCOM), Norfolk, VA.
Qualifications
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Utilizing a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
Conducting analyses, studies and surveys covering programs and operations.
Developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include the following:
Formulation of issue papers, briefings, and reports that provide authoritative guidance and advisory services to senior management officials regarding major initiatives. and
Conducting senior management briefings on analyses of qualitative and quantitative methods for the assessment and improvement of program effectiveness. and
Evaluating the effectiveness of various planning and management practices, analysis of administrative processes, understanding organizational culture, and/or general management review. and
Assess and measure the effectiveness, efficiency, and productivity of administrative programs.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NOTE: Education cannot be substituted for experience at this grade level.
