This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB-MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is within the Industrial Equipment Maintenance Branch at Letterkenny Army Depot, Chambersburg, Pennsylvania.
Duties
Service a range of industrial control systems, including electromechanical, pneumatic, hydraulic and vacuum systems, to ensure optimal performance.
Calibrate various industrial production equipment integrated with Supervisory Control and Data Acquisition (SCADA) systems, such as Programmable Logic Controllers (PLC’s), flow meters, pressure transducers, CNC machines, etc.
Maintain electrical and mechanical control systems, including VFDs (Variable Frequency Drive), motor control centers and gas detection systems, to ensure safe and reliable operation in an industrial environment.
Participate in the fabrication of special control and measurement devices to meet specific operational needs.
Operate a variety of test equipment, including logic analyzers, oscilloscopes, 3 phase power quality monitors and circuit tracers.
Apply electronic, mechanical and pneumatic theories to repair complex system malfunctions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be willing to obtain and maintain a Secret security clearance or access for the duration of employment.
- Must be willing to undergo a physical examination initially, and annually thereafter.
- Must be able to lift items weighing up to 40 lbs. in the regular performance of duties.
- Must be willing to obtain an EPA 608 certification to handle refrigerants.
- Must be willing to obtain and maintain a valid government motor vehicle operator's permit.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Must be willing to accept a Term position.
- Must be willing to complete a one-year trial period.
- This position requires training in cardiopulmonary resuscitation (CPR) from a government provided source.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Industrial Controls Mechanic ~ without more than normal supervision. Perform common duties which include servicing a range of industrial control systems, including electromechanical, pneumatic, hydraulic and vacuum systems, to ensure optimal performance; calibrating various industrial production equipment integrated with Supervisory Control and Data Acquisition (SCADA) systems, such as Programmable Logic Controllers (PLC's), flow meters, pressure transducers, CNC machines, etc.; maintaining electrical and mechanical control systems, including VFD's (Variable Frequency Drive), motor control centers and gas detection systems, to ensure safe and reliable operation in an industrial environment; participating in the fabrication of special control and measurement devices to meet specific operational needs; operating a variety of test equipment, including logic analyzers, oscilloscopes, 3 phase power quality monitors and circuit tracers; and applying electronic, mechanical and pneumatic theories to repair complex system malfunctions. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Work assignments require light-to-moderate physical effort. There is frequent lifting, carrying, and handling of items weighing 10 to 40 pounds and occasionally over 40 pounds. Work is performed in a sitting position for extended periods; frequent standing, walking, bending and reaching is required.
WORKING CONDITIONS: Work is usually done inside in well-lighted, heated, and ventilated areas. Sometimes works outside and may be required to work in adverse conditions in emergency situations. Incumbent is exposed to burns, electrical shock, and the possibility of cuts, bruises, and burns.
