The High Reliability Organization (HRO) Specialist Team Training (TT) Coordinator is responsible for the assessment, improvement, and sustainment of all facets of an effective HRO. Responsible for quality activities, processes and procedures related to Leadership Engagement, Culture of Safety, and Continuous Process Improvement at Northern Indiana Health Care System (NIHCS). Focuses on the oversight, coordination, implementation, and evaluation of all Team Training (TT) programs.

Duties

Major Duties & Responsibilities (Included but may not limited to) Educator (34%) Provides Team Training, HRO training, and any additional quality related training as needed for clinical and non-clinical staff. Utilizing both in-person and virtual training methodologies based on training needs. Provides training on TT project implementation, monitoring, adjustments, and sustainment. Develops, supports, and encourages TT trainers throughout the organization. Maintain flexibility/adaptability of communication techniques required for multiple audiences. Utilizes change management principles and the ability to examine and identify vulnerabilities within a system and speak on them with diplomacy and tact. Maintains frequent communication with TT trainers regarding training needs, schedules, and curriculum updates. Develops written and verbal teaching material. Educates leaders on how to optimize the use of huddles and huddle boards. Educates leaders on how to optimize leader rounding. Development & Monitoring (33%) Works independently to develop course curriculum and schedules. Conducts classes for TT, HRO, and Just Culture. Develops simulation sessions in relation to reducing risk in clinical and non-clinical areas. Tracking and monitoring of unit training completion. Maintain records and data of unit training completion. Report data to HRO Committee and VISN HRO POC. Routinely reassess program for improvement opportunities. Uses independent judgment in applying policy and directives to changing situations or to develop strategies appropriate to resolve specific issues or problems. Ensures compliance with National VA guidance and National performance measures. Assists in developing and translating policies, theories, and strategies into action within the complex interrelationships that exist related to HRO, Patient Safety, Just Culture principles, and clinical effectiveness. Consultation & Collaboration (33%) Coaching, consultation, and monitoring of service level TT projects. Works with all staff within the facility, including top-level management. Must have the belief that building a culture of safety is paramount and foundational to all services provided. Frequently collaborates with HRO Coordinator, Patient Safety Managers, Quality Managers, and System Redesign to develop and implement strategies supporting the facility's HRO goals and objectives. Consults with staff and management on ideas for improving just culture. Translates regulatory and accrediting body standards, policies, and strategies into action within the complex interrelationships that exist. The incumbent works collaboratively with all types of staff across the medical center. Coordinates, consults, and educates varied staff to promote patient safety. The incumbent is responsible for maintaining clear communication and a positive relationship with other departments and agencies, both within and outside of the VA. In addition, the incumbent provides support for all activities and functions of the Service Line, as assigned. Collects, summarizes, and shares lessons learned and best/preferred practices with facility, VISN, and National Office. Dedicates time and patience to cultivate and nurture a culture of safety. Utilizes concepts of LEAN and Change Management when collaborating with leaders and staff regarding potential improvement opportunities. Demonstrates the ability to function as a team leader or facilitator independently and/or in collaboration with other QM programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below: IOR: Undergraduate or Graduate Education- Major Study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. NOTE: Transcripts must be submitted with your application materials OR, Specialized Experience- Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement- Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide full staff assistance on administrative matters affecting patient care and organizational policy and serve as a staff member directly supporting the top management team responsible for planning, organizing, developing, directing, and evaluating operations; Use advanced quantitative and qualitative methods and techniques to analyze data/ information; formulate findings, conclusions, and recommendations; Plan and accomplish special projects and perform staff support work in short and long range planning efforts; Apply the principles and practices of health care management in directing or supporting a health care delivery system.
