The incumbent serves as an Integrated Clinical Community (ICC) Program Manager and reports to the VISN 10 Chief Rehabilitation and Extended Care ICC Officer. The primary responsibility of the incumbent is to provide Program Management and administrative leadership to increase the operational efficiency and effectiveness for the broad array of clinical programs and initiatives included in their clinical inventories. The work is highly analytical, interpretive, judgmental, and evaluative.
Duties
Major Duties:
VISN ICC Program Management 25%
Collaborates with VACO ICC Leadership and VACO Program Offices on implementation of clinical initiatives VISN-wide
Responsible for Strategic Planning for the assigned ICC including forecasts and estimates of program requirements and ensures program goals, objectives, and operations are achievable.
Conducts management surveys, audits, special projects, site visits, etc.
Develops and prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned programs and recommends required policy changes and procedural adjustments to ensure proper and adequate accomplishment of major health care program goals and objectives.
Participates in decisions and policy making for management actions/outcomes regarding initiatives, involvement in facility level operations and coordinating intra and inter-ICC activities.
Develops administrative regulations or guidelines for the conduct of program operations or new
criteria for measuring program accomplishments; and studying reports containing findings and recommendations of major significance to VISN and facility leadership.
Leverages available resources within and outside of the VISN to improve consistency of care across the facilities and negotiates with facility executive leaders to reach consensus.
Communicates with stakeholders to facilitate shared decision-making and builds consensus to lead clinical service leaders and staff.
Identifies best practices for VISN 10 to adopt and spread in clinical ICCs and programs, actively contributing to achieving VA and VISN priorities.
Senior VISN ICC Leader, Advisor, Coach, Mentor 25%
Provides advisory services to all levels of VISN 10 leadership and facility management regarding the requirements and implications of the ICC initiatives.
Provides advice to operating managers and supervisors on ICC improvement tools (derived from general systems theory, the theory of constraints, queuing theory, Lean thinking, Six Sigma, etc.) that can assist in accomplishing the departmental missions and programmatic objectives of the VISN and its eleven facilities.
Provides oversight and ensures coordination of collaborative training opportunities including VISN-led initiatives and ICC teleconferences, and other national and VISN learning opportunities. Incumbent identifies the appropriate target audiences for each training opportunity and encourages participation of designated facility staff.
Subject matter expert in planning, reviewing, or revising policies and procedures that impact the ICC.
Initiates interdisciplinary ad hoc task forces or teams as indicated for problem solving and serves as a positive catalyst in group settings.
serves as a leader, role model and mentor for peers and team members by displaying conduct which reflects
favorably upon self, VISN 10, and the VA.
Program/Project Analysis and Evaluation 25%
Investigates and analyzes potential or realized adverse clinical operations, trends or conditions and initiates/recommends corrective action and follow through.
Develops effective project/program plans to resolve serious clinical operations situations.
Monitors compliance with project management standards, policies, procedures, accreditation standards, and templates via audits.
Performs budget execution functions for the ICC which are consistent with formulated budget plans.
Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information by other staff.
Strategic and Business Planning 25%
Provides input to and develops proposals as well as being involved in decisions that have major impacts on Medical Centers/Healthcare Systems, Network and/or National matters.
Vital member of the decision making and strategic planning teams in the clinical ICCs and programs, and VISN overall.
Leading the ICCs in the development and execution of tactics in the VHA Modernization and Operational Plan as indicated.
Serves as a liaison to various VA departments and national level programs covering information transmission, meeting and project coordination, and clinical support and administrative issues related to the VISN.
Collaborates with Contracting Officer Representative (COR) for contracts that fall under the ICC. If serving as a COR, certification requirements will be dependent on the type of contracts that are held at the VISN level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements for the Health System Specialist Occupational Series.
1. Undergraduate and Graduate Education.
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
2. Specialized Experience.(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience Requirements for Health System Specialist GS-13:
Applicants must have at least (1) one full year of specialized experience equivalent to at least the next lower grade level (GS-12) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes:
Expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Comprehensive knowledge and experience of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
Experience implementing and managing multiple programs that develops long-range program plans, goals, objectives, and milestones.
Develops administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments.
Independently plans and carries out the assignments including resolving most problems that occur, coordinating the work with others, interpreting policy, and determining the approach, methods and procedures.
Ability to communicate effectively (i.e. maintains close communication with the Chief Rehabilitation and Extended Care Integrated Clinical Community Officer in all clinical and administrative matters).
Knowledge and experience of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments.
Experience serving as an advisor by providing leadership and guidance to their responsible teams, providing valuable consultative services, and assist in the planning, development, implementation, coordination, and evaluation of milestones for each plan.
Preferred Experience (not required):
Experience as a Heath Systems Specialist
Work experience with sub specialties under Rehab & Extended Care ( Geriatrics, Physical Rehab Medicine and Home Based Services).

Physical Requirements: The work requires some physical exertion, such as periods of standing, some walking,
bending, crouching, stooping, stretching, or similar activities; and some moderate lifting and carrying. The work requires frequent travel to health care facilities or to attend various meetings, conferences, or workgroups. Incumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of a keyboard.
