Incumbent will serve as the Health System Specialist (Innovation Specialist) responsible for leading, coordinating, facilitating, and providing ongoing support to the VISN 10, VA Indiana Health Market (Richard L. Roudebush VA Medical Center (RLRVAMC) as well as the VA Northern Indiana Health Care System (VANIHCS) in the design and implementation of their respective innovation initiatives in support of the VHA Innovators Network (iNET).
Duties
Supports developing a national level strategy for innovation, including helping to lead and stand-up programs, processes, policies, and infrastructure to support innovation across the VA. Develops the local organizational vision that integrates VHA Innovation Ecosystem program goals, strategic priorities, and core values. Creates a facility-level Innovation program segment that encourages creative thinking, innovation, collaboration, and transparency. Identifies opportunities to improve service and program performance. Executes open dialogue across organizational lines both within the Indiana Market and with stakeholders across the VA to maximize opinion diversity and input from a wide range of stakeholders.
Develops and executes a facility-wide communication plan in coordination with the Indiana Market Public Affairs team to promote a culture of innovation i.e., presenting at employee town hall meetings, leadership briefings, or service line briefings. Manages employee submission of innovation projects to iNET's Innovation Accelerator program through the Spark-Seed-Spread Innovation Funding Program platform.
Determines investee eligibility using formulas and methodology and established eligibility criteria. Reviews and analyzes applications, along with a complete portfolio analysis and review of the results and themes from applications to evaluate which projects to fund and support.
Negotiates terms and conditions of innovation investments to include costs, schedules, and oversight responsibilities and works with stakeholders, such as contractors, logistics, and fiscal, to execute and negotiate the specific score, objectives, and terms with internal and external stakeholders.
Conducts program evaluation, including monitoring and assessing investee performance, and establishes performance measures for assessment of innovation impact and value to the organization. Conducts qualitative interviews for capture of lessons learned for systems level improvements of the Innovators Network. Throughout the Spark-Seed-Spread cycle, the employee will schedule milestone touch-points before, during, and after the VA Innovators Network Accelerator program. Analyzes data and progress and prepares reports summarizing data, and themes.
Conducts post-award reviews and analyses to identify management, financial, and administrative issues. Reviews and analyzes each application, along with complete a portfolio analysis and review of the results and themes distilled from applications to evaluate which projects to fund and support. Proposes ways to improve the Spark-Seed-Spread efforts through either the application or project implementation phase of the Innovators Network.
Conducts risk assessments and business reviews of innovation proposals and projects at sites. Analyzes available information regarding cost savings to mentor individuals when producing business cases. Evaluates business cases submitted by the awardees for feedback throughout the application cycle as well as Accelerator phase based on the 5 elements of value: clinical, operational, societal, customer, and financial.
Coordinates with the VA Tech Transfer Program (TTP) and/or the Office of General Counsel (OGC) to help protect Government interests in regards to intellectual and design patents when necessary, facilitating all discussions with leadership, TTP and the OGC. Educates awardees regarding memorandums of understanding (MOUs) when awardees desire to work with partners outside of the VA.
Ensures all projects for the Spark-Seed-Spread applications are in compliance with federal appropriation law, exercises judgment and initiative to identify what aspects of regulations apply to which procurements, and ensures the use of special clauses, clearances, and determinations applicable to certain procurements.
Executes the operating budget, prepares budget requests with justifications, and aligns resources to deliver sustained value to Veterans.
Develops and executes an external communication plan involving marketing and promotional media to demonstrate the value of innovation projects to Veterans and their families.
Identifies opportunities to develop policies to accelerate innovation at the national, regional, and local level. Creates programs to streamline innovation pathways, such as improved contracting, IT, logistics, fiscal, and biomedical engineering.
Work Schedule: Typically administrative in nature, day shift. Schedule to be discussed during the interview process and is subject to change based on the needs of the Agency.

Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts are required. or
Specialized Experience(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the basic principles and practices related to the management of a medical facility health care delivery system; knowledge of the medical facility organizational structures, programs and requirements; knowledge of VA and medical facility systems, requirements, and regulations in various areas; ability to effectively communicate orally and in writing with a wide variety of health care providers and outside providers; knowledge and skill in applying analytical and evaluative methods and techniques to issues related to the efficiency and effectiveness of program operations performed by administrative, technical, and professional personnel and providers; knowledge of computer databases and spreadsheet applications in order to monitor, extract, and analyze data and obtain printouts and reports. Lead teams and troubleshoot with other Specialists and stakeholders. Note: This experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
