The incumbent serves as a Health Systems Specialist (HSS) to the Associate Chief of Staff for Acute Medical Services (ACOSAM) at VA Northern Indiana Health Care System (VANIHCS). The HSS engages daily in detailed analysis of problems and trends which impact the provision of quality health care services within the organization. VANIHCS is a multi-site health care system with main campuses located in Ft. Wayne/Marion, Indiana, and CBOCs in Mishawaka, Goshen, Peru, and Muncie, Indiana.
Duties
Duties include, but are not limited to:
Assisting in the administrative management of a multi-disciplinary service comprised of various medical specialties and subspecialties.
Serves as an advisor to the ACOSAM, who is responsible for over 60 physician and staff, providing for the overall administrative management of the Acute Medical Service, to include interpretation of administrative policies, development and implementation of new/revised local policies, defining administrative requirements, and providing advice to ELT on related issues; prepares presentations as needed on various subjects.
Manages various clinical programs through knowledge and skills in dealing with organizations, methods, funds, supplies, equipment, and other tools or resources of management.
Performs vital work in key functions such as clinic practice management, correspondence management, data validation, administrative executive board, strategic planning board, and other administrative support service activities for the system.
Responsible in contributing to the key areas of program development, management of financial resources, procurement, property management, contract physician management, reports, records management, personnel management, emergency planning, and/or similar related activities, and works collaboratively with the group practice manager performing clinic practice management functions.
Serves as the Contract Officer Representative (COR), overseeing medical services and specialties to various medical staffing and equipment contracts within VANIHCS.
Analyzes programs and services utilizing a variety of statistical, cost analysis, and industrial management techniques, such as cost benefit and cost effectiveness analysis to provide current and up-to-date information necessary for use in the higher level decision making processes.
Conducts feasibility studies of organizational clinic service delivery systems, and provides detailed analysis and recommendations to senior advisors and Executive Leadership Team (ELT).
Develops and performs daily comparison studies on a wide variety of systematic programs to identify and make recommendations for change to ensure efficiency.
Evaluates the effectiveness of operations of a variety of health care programs in terms of mission accomplishment, quality standards, procedures, and compliance.
Serves as an administrative resource and assist clinicians, technicians, and other staff, in the interpretation of guidelines and criteria for patient care as prescribed by various regulatory agency standards.
Reviews directives from higher authorities and advising the ACOSAM and section supervisors on any potential impact on the health care delivery system.
Initiates changes to policies based upon evaluation to improve the quality, effectiveness and efficiency of programs and systems.
Analyzes requirements for staff, space, equipment, supplies, and other resources and appropriately advise and recommend changes in processes and/or policies.
Serves as a consultant and liaison on all areas in the Acute Medical Service regarding recruitment, promotion, conduct, discipline, and education of staff, including physicians, physician extenders, nurses, technologist, technicians and others.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 7:30am-4:00pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR).
An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below:
Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work must have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:(1) Missions, organizations, programs, and requirements of health care delivery systems;(2) Regulations and standards of various regulatory and credentialing groups; and(3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Specialized experience includes but is not limited to: Provide full staff assistance on administrative matters affecting patient care and organizational policy and serve as a staff member directly supporting the top management team responsible for planning, organizing, developing, directing, and evaluating operations; Use advanced quantitative and qualitative methods and techniques to analyze data/ information; formulate findings, conclusions, and recommendations; Plan and accomplish special projects and perform staff support work in short and long range planning efforts; Apply the principles and practices of health care management in directing or supporting a health care delivery system.
