About the Position: This Lead Program Analyst position is assigned to Program Executive Office (PEO) Soldier, Project Manager Soldier Warrior, Business Management Directorate, located at Fort Belvoir, VA.
Duties
Serve as team lead overseeing business management personnel to achieve work results based on priority, skill requirements, and level of difficulty in a manner that increases the quality of work products.
Perform analysis, evaluation, and oversight of all aspects of the Planning, Programming, Budgeting and Execution of major Program Management programs.
Manage requirements and resources to accomplish short, mid, and long term planning and financial resourcing efforts.
Direct the planning, programming, budgeting, coordination, and execution of financial management functions within an organization.
Develop alternative recommendations for realignment of schedules and reallocation of available resources to fulfill mission requirements.
Prepare execution and other financial reports for higher echelons ensuring all critical information is communicated on a regular basis.
Provide advice, guidance, and training to other team members on financial policy and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management (BUS-FM) within 60 months of entrance on duty.
- Business travel required up to 10% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a DoD Financial Management Level 3 Certified position and must be able to obtain certification within 24 months of appointment.

Specialized Experience: One year of specialized experience is defined as: (1) Assist in the Planning, Programming, and Budgeting Execution (PPBE) process to obtain resources for current and future Department of Defense (DoD) acquisition programs; (2) Draft Congressional budget justifications (P&R Forms) in order to prepare spending plans for approval; (3) Advise leadership on the budget guidelines for their organization; and (4) Make recommendations regarding programmatic policy formulation and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
