The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area.

Duties
The incumbent serves as the primary financial administrative advisor to the division. The incumbent independently executes the following functions: budget, accounting, reporting, procurement and the analysis and interpretation of the financial significance of past, present and future events, and plans. The incumbent also applies these functions to the division’s appropriated and reimbursable fund accounts. The incumbent coordinates and correlates these functions into an effective system of financial controls across the division and in accordance with Library policies and guidance. The incumbent provides direct day-to-day support to members of the staff on the division’s budgets, solving problems and answering questions about the Library’s Financial Management and Reporting systems, and serves as a liaison with the Office of the Librarian and Centers Administration (OLCA), the Financial Services Directorate (FSD) and the Contracts Offices to resolve issues. As needed, collaborates with the supervisor to review the timelines of the scope of assignments and/or projects. The incumbent applies relevant concepts pertaining to budgeting, financial management, and accounting. The incumbent advises the supervisor on controversial issues and matters that would significantly affect the work. The incumbent utilizes substantial judgement when making decisions and the supervisor reviews work only for overall approach.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Knowledge of the federal budget process and financial management practices and procedures.**
