This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-ENTERPRISE ENGINEERING DIRECTORATE (OE21).
Duties
Provides subject matter expertise (SME) in the area of software development and diagnostics for complex systems.
Provides expertise in using sensor platforms and applications such as Aternity, Netscout and Wireshark to provide test data for analysis to support diagnostics of customer experienced performance issues.
Frequently represents the agency in conferences with other agencies, state and local authorities, private industry and public groups.
Extensive contacts with key officials and top engineering and scientific personnel.
Provides oversight and management on engagements to diagnose end-to-end performance of complex systems.
Provides analysis of the application and the transport network supporting the application.
Provides software development and implementation support for developing new tools and testing of commercially available used to support diagnostic engagements.
Requirements

- In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months and any future Cybersecurity Workforce.
- This position requires the incumbent to travel away from their normal duty station to other locations up to 20 percent of the time.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
For the Computer Engineer GG-0854 and Electronics Engineer GG-0855 Series
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

For the Computer Scientist GG-1550 Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions (U.S. Department of Education/National Association of Credential Evaluation Services.)
Qualifying Experience:
To qualify at the GG-13, GG-14 your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position GG-13, qualifying experience is defined as: Designing and conducting controlled tests using assorted test data collection systems such as Netscout appliances to identify actual or potential weakness, deficiencies, or flaws.
For this position GG-14, qualifying experience is defined as: Experience in providing oversight and expertise in end-to-end engineering, software engineering, test and evaluation, network engineering analysis .
