Duties
Serves as Food and Beverage Specialist for the Food Services Division of the Business Programs Directorate. Travels to all Army Branded Theme Operations to provide food and beverage related guidance, assistance, training and direction to unit managers.
The role requires the ability to review and analyze SMIRF financial reports to fully understand the impact of COGS, Labor, OOE, and NIBD on business programs. It also involves coordinating financial and programming solutions for Garrison Prime Vendors Programs and performance. Must be capable of assisting in administering, coordinating, and evaluating programming objectives within the Joint Services Prime Vendor Program. Which entails acting as a Contracting Officer Representative (COR) for service or supply contracts for enterprise-wide supply programs, understanding Indefinite-Delivery-Indefinite-Quantity (IDIQ) contracts, and comprehending the Statement of Work (SOW) process and acquisition plans.
Provides technical assistance to installation personnel concerning all Orion projects within region. Calls on installations both with and without operational Theme Concepts to promote the future integration of these programs within the given Army community.
Provides subject matter expertise and recommendations to Business Programs Director and IMA Region representatives. Acts as part of a BPF Opening Team during all new Theme Operations facility openings that may be assigned. Identifies problems and implements resolutions meeting the needs of patrons in an effective, economical and operationally sound manner. Analyzes all Theme Operations operational issues and develops programs, practices, policies and procedures that promote efficiency and standardization of proprietary operations. Reviews all Theme Concept unit training requirements, provides on-site training and monitors follow-up actions.
Reviews and develops proposed changes in directives, including the identification and analysis of data and issues, evaluation and presentation of alternatives, implementation of decisions and preparation of materials for use by higher authority or subordinate command. Monitors and implements all follow up actions in accordance with established policies and programs. Acts as a technical expert in a professional field utilizing specialized knowledge and experience to develop new approaches to issues previously unresponsive to accepted methods. Develops programs, policies and Theme operations direction jointly with other team members.

Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Possess managerial work experience at field operating or sub-regional IMA Region level in MWR program management and analysis. Possess working knowledge of directorate MWR programs and financial systems. Possess experience and expertise as a food and beverage manager or chef in military and/or commercial food, beverage and entertainment operations that included a strong culinary experience including operations knowledge. Comprehensive analytical oral and written communication skills, ability to manage multiple concurrent projects effectively, ability to present ideas and proposals to a variety of audiences, and the knowledge of standard office software to include word processing, graphics presentations, spreadsheets and e-mail are required.

Possess financial management skills and possess experience managing business budgets, controlling costs, and analyzing financial information according to Business Operating Standards.
Possess experience overseeing Contracts or as acting as a Contracting Officer Representative (COR) for service or supply contracts?
Possess at least four years of experience in MWR operations and financial management programs or operational experience in hospitality operations, financial analysis, and budget operations.
Previous experience in the location, development and opening, and maintenance of new FB&E concept facilities.
