About the Position: This position is within the U.S. Army Contracting Command. Their mission is to provide World Class contracting support. Serves as the Director of the MICC Government Purchase Card (GPC) Program Office, an organization under Field Directorate Office Fort Sam Houston (FDO-FSH) that supports numerous major Army installations across the Continental United States (CONUS) and Puerto Rico.

Duties

Collects and analyzes data to determine trends, both positive and negative, and develops. Tracks metrics on specified areas identified by the Mission and Installation Contract Command (MICC), Army and DoD leadership. Uses a variety of Government Purchase Card (GPC) reports and Purchase Card Online System (PCOLS) to analyze data. Responsible for establishment and implementation of the GPC MICC¬ wide Review Program of Level III and Level IV Command program coordinators and participation in these reviews. Coordinates and responds to higher¬ level inquires, audits and requests for assistance. Participates in the Annual GPC and other Conferences as necessary. Works with the Director of the Army Program Manager, and ACC Program Manager, and other senior leaders across the Army. Establishes new fundamentals concepts and criteria and stimulate the development of new policies, methodologies, and techniques. Defines, integrates, and implements purchases card functional processes to support other strategic goals/objectives of the Army and Department of Defense. Develops new policies and presents formal briefings to senior leaders on Government Purchase Card Issues. Performs supervisory and managerial functions. Identifies developmental and training needs of employees.

  • This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

This experience includes interpretation regulations and laws, the development of complex policy and guidance, the ability to define, establish, and directs focus on challenging and highly complex projects and programs, use of automation systems to input, analyze, retrieve data and metrics specifically for Government Purchase Card to produce comprehensive briefings and actionable plans for delivery at the Command level. All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application will be considered incomplete. The NH pay band covers grades 14/15 on the GS scale. This position is subject to a salary control point equivalent to GS -15 step 6- $161,782. If the incumbent's salary currently exceeds the stated salary control point, the incumbent's salary control point will be set at the incumbent's existing base salary with the San Antonio-New Braunfels-Pearsall, TX Locality Pay Area rate applied.
