You will serve as a SUPERVISORY PROGRAM ANALYST in the International Fleet Support Program Office; Surface Ship Maintenance, Modernization & Sustainment Directorate of the NAVSEA HQ FIELD SUPPORT.
Duties
You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas.
You will serve as point of contact for all day-to-day business decision making and for resolving any relationship problems or conflicts that impact or impede progress of assigned programs and approved Foreign Military Sales (FMS) cases.
You will oversee and monitor all technical and managerial aspects of the Division's assigned countries and Foreign Military Sales (FMS) cases.
You will determine utilization of resources and FMS case funds to accomplish program objectives by evaluating the performance of supporting activities, tracking deliverables, and ensuring work items are completed within established timeframes.
You will direct and evaluate complex studies and develop new methods and procedures to measure program results and effectiveness.
You will perform program reviews, identify developing problems, and recommend improvements to programmatic deficiencies.
You will establish work assignments to be accomplished by the employees in the program, set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.
You will determine responsibilities, evaluate employee performance, recommend appropriate incentives, initiate corrective actions, and keep employees informed of management and personnel policies.
You will interact with a wide variety of international customers who are engaged remotely and in-person with our team for FMS case execution activities.
You will participate in source selection and technical review of proposals.
You will develop and implement new concepts and procedures to overcome problems that are systemic to ‘old ways’ of doing business.
You will help determine and define needs for Contract Support Services and assist in determining acquisition solutions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (or GS-13 equivalent), in the Federal service or equivalent experience in the private or public sector managing the development, coordination, or delivery of Foreign Military Sales (FMS) cases to meet the product and service objectives of international fleet program.
