This position is located in the Office of the Chief Immigration Judge, Executive Office for Immigration Review, U. S. Department of Justice.
This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.
Duties
The Management and Program Analyst provides oversight and advisory services for a variety of OCIJ organizational and administrative programs which may include the Human Resources Program, the Budget/Procurement Program, the Staff Development Program, the Attorney General's Honor Program, the Language Services Program, the Court Operations Program, the Court Assistance Program, the Court Evaluation Program, the Information Technology Programs, and others.
Duties include but are not limited to the following:
Planning, developing, and conducting management studies, performing review and analysis of programs, and accomplishing the goals and objectives of OCIJ.
Analyzing facts, interprets and applies various guidelines, laws and requirements to draw conclusions, and devise recommendations and action plans to resolve management issues and problems.
Promoting alignment of operational activities to the vision and strategy of the organization by improving internal and external communications, and monitoring individual performance against strategic goals.
Drafting papers and reports associated for special projects and major problems based on independent research and consultation with higher graded employees and/or program staff served.
Consolidating various individual reports into unified reports.
Analyzing staffing levels; assessing impact statements; performing studies; and coordinating special program efforts.
Examining various alternatives and identifying major issues; selects and outlines study methodologies.
Responding to resource tasking/issues, provides assistance in interpretation and any other necessary explanations of program requirements and status of activities.
Requirements

Qualifications
In order to qualify for the Management and Program Analystposition, you must meet the following minimum qualifications:
FOR THE GS-12 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
Providing advice on matters pertaining to new or revised polices and procedures;
Reviewing new and established directives, instructions, and/or regulations for potential impact on major program objectives, operating policies, work operations and progress; AND
Conducting management studies, reviews, and/or surveys pertaining to issues involving mission, organization, functions, and productivity management.

FOR THE GS-13 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
Developing new and revised procedures, methods and/or techniques to keep pace with changing technology, policies, and objectives;
Conducting or participating in cost comparison/benefit studies of current or projected programs; AND
Recommending procedures for preparing, documenting, validating, and presenting resource requirements to higher authority.
