This position is located in the Drug Enforcement Administration (DEA), Los Angeles, CA Field Division. The purpose of this position is to serve as an expert advisor to the Special Agent in Charge (SAC) on operations program and policy for the Los Angeles Division.

Duties

As a Program Analyst, your typical work assignments may include: Conducting management and program analysis in support of workforce planning, strategic planning, program performance assessments, and operational analysis. Analyzing the effectiveness of program processes and resource allocations to develop strategies and determine the best policies, procedures, and use of resources. Assesses organizational strengths and weaknesses. Performing a wide variety of analysis and evaluation functions, such as cost-benefit analysis, return on investment analysis, cause and effect analysis, worker effectiveness and efficiency analysis, data visualization enabled analysis, user impression analysis, survey analysis, lifecycle analysis, productivity or workload analysis, and performance analysis. Carrying out significant projects and studies which may require unique requirements with expanding or limiting scope, as necessary, to meet constantly changing and increasing demands generated by internal and external customers. Ensuring compliance with DEA operational data reporting requirements to include ensuring the quality of the data and the systems and processes associated with operational data remain relevant and appropriate to the mission of the agency.

Qualifications

Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:1) Conducting or managing studies of operation programs, policies and procedures related to an organization's workforce; 2) Performing analysis of large qualitative and quantitative data sets; 3) Recommending and/or implementing action plans to improve program performance; 4) Developing statistics, policies, procedures, and guidelines applicable to operational programs; 5) Overseeing programs to ensure that funds, property, and other assets are safeguarded; and, 6) Coordinate special projects with other agency field divisions, Headquarters, and/or other interagency partners. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
