Duties
As a Supervisory Management Analyst, you will:
-Serve as a Supervisory Management Analyst. As such, be responsible for the overall coordination and integration of numerous key and complex issues associated with short- and long-term projects. In addition, develop procedures and systems for assessing the effectiveness of programs and processes.
-Be the senior level advisor and technical expert on strategic organizational development, workforce planning, and survey administration initiatives, providing leadership for human resource programs throughout HUD. Develop Departmental approaches ensuring that those programs are integrated into and contribute toward Departmental overall mission and strategic goals. Oversee and at times, actually develop the annual update to the Departmental Workforce Plan.
-Perform or direct the performance of projects and contracts related to a variety of functions. These projects may involve policy and operational activities that support the organization. Be responsible for all phases of the project and contract management including the necessary coordination efforts required, and for providing both oral and written recommendations to management.
-Be responsible for managing high visibility service contracts and manage all aspects of the contracts. This includes, providing program management and oversight of contract management, delivery of services, managing cost, and ensuring effective performance of the contractors. Provide advisory and program assistance to both key HQ and field officials.
-Represent the organization at meetings and conferences with officials of other HUD offices, government agencies, and the private sector.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Developing, implementing, and managing human resource policy, processes, and systems; AND
- Developing methodologies to generate analysis and create reports to monitor program performance; AND
- Reviewing, editing, and overseeing the preparation of a variety of correspondence prepared by staff; AND
- Conducting training/workshops for the staff.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
