Duties

GS-9/11 The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of CPOID-SCPD/CPD Program Analyst, GS-0343-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. GS-12 The primary purpose of this position is: To serve as a command headquarters level program analyst, applying military experience to plan, analyze, develop, and evaluate issues for major command programs. Develop and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for major command programs. GS-9/12 Duties: Applying Air Force military experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s) Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

  • Aircraft maintenance/logistics experience (e.g., crew chief, maintenance personnel) is critical to the successful completion of the work.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Must be able to obtain and maintain a Top Secret Security Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. FOR GS 09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative techniques to issues or studies related to the efficiency and effectiveness of the command's operations, to identify consider, and resolve issues or problems that deal with readily observable conditions, written guidelines covering information, work methods, and procedures of a factual nature; and knowledge of the methods and procedures, mission requirements, program goals and objectives, regulations, pertinent laws, policies, and precedents which govern the operations of the command. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree of LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FOR GS 11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as SSA, C2, SATCOM, PNT, OPIR, MW, OSC and DSC and associated war, mobilization, mission and flying operations, deployment, training systems, foreign military sales, acquisition, PPBE, special operations, or similar operations; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge of the various command entities involved in overall planning and execution of operations and evaluations. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.D or F.D. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of requirements is at least 100%. GS-09/11 KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, foreign military sales, acquisition, weapon system/training device upgrade/modification, special operations, rescue, or similar operations.
  • Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of DoD acquisition process.
  • .Knowledge of the application of Air Force maintenance/logistics expertise as it applies to assigned programs; and assigned weapons systems.
  • Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
  • Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.

GS-12 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
