About the Position: Responsible for physical security plans, procedures and inspections and key control. Provides guidance, recommendations, and assistance to Commanders, supervisors and employees concerning security systems, physical protection devices, Visitor Control Center and personnel access controls.

Duties

Ensure the viability of the installation physical security programs and plans through advice, recommendation and the preparation of implementing plans, programs, and policy documentation. Review and analyze the applicability of physical security guidelines to specific circumstances and prepares regulatory changes to establish criteria for inspection of individual facilities. Provide technical guidance at installation master planning boards, major construction review boards, command briefings, and meetings which have a physical security impact on the installation. Plan and recommend the installation of multi­layered security systems which may involve personnel access control, physical protection devices, monitoring equipment, security forces, remote alarm equipment, and other security measures. Advise the supervisor regarding complicated physical security inspection/survey procedures, security related legal matters, and jurisdictional problems peripheral to or beyond the guidance provided by the higher headquarters. Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent obtain Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Incumbent is subject to a medical clearance examination prior to employment. This position may require an annual physical or medical surveillance examination.
  • An appropriate, valid driver's license is required and must be maintained for the position.
  • Incumbent is required to obtain and maintain the physical security course (7H-3aD/830-ASI H-3) conducted by the USAMPS.
  • The duties of the position require Temporary Duty Travel (TDY) approximately 20% of the duty time.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized Experience: One year of specialized experience which includes 1) assisting with the implementation and development of physical security policy for an installation or facility; 2) experience working with a variety physical protection security equipment and devices such as fencing variations, alarm and detection devices, closed circuit television systems; locking devices for doors, windows, vaults and gate, etc. 3) responsible for conducting physical security inspections. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-07). OR Education: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Physical Security, Security Management or related field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: The specialized experience as described above, but less than one year; and at least two years of graduate education as described above, but less than the required three years. You must compute the percentage of the requirements that you meet, and the total must be least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
