You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the SYSTEMS INTEGRATION DEPARTMENT (G) of NAVSURFWARCEN IH DIV. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $157,934).

Duties

You will exercise authority and responsibility on questions involving custody and processing of public funds. You will serve as technical expert in all areas of financial management including budget and accounting, program management, systems analysis, and audit principles. You will coordinate the workload and assist Division Business Financial Manager (BFMs) in area of problem-solving complex issues, and coordinates responses on data calls to Department and Command comptroller. You will advise management (Business Analysis Director, Department and Division Heads) of financial trends, implications and alternatives. You will demonstrate knowledge of a wide range of program management policies, concepts, practices and principles in order to analyze and develop recommendations for improvement in program operations.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • I am willing and able to climb on ladders and scaffolding.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating management processes or systems to identify or recommend solutions on problems related to finances and resolve financial discrepancies for the improvement and efficiency of program operations.
