This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Senior Program Analyst in a project office with complete delegated responsibility for managing a major portion of the program financial management and review and analysis functions.
Duties
Adjust project management requirements based on organizational and higher level policy and regulation.
Assist in interpreting and disseminating necessary information for program elements and requirements.
Review basic budgetary regulations, directives, prior activities, and other available guidance to ensure compliance with budget constraints.
Identify program changes that may impact funding requirements.
Assist in budget develop.
Prepare comprehensive justification for mission programs and budgets.
Develop methods of formal program authorization of control and distribution.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Modified TERM Position scheduled Not to Exceed 2 Years, may be extended up to 6 Years. Contingent to specific conditions, this position may be converted to permanent career or career-conditional appointment at a later date.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement occasional Travel of the time.
- This position requires DoD Financial Management Level 2 certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business Financial Management and Cost Estimating Certification within 24 months of entrance on duty.
- The Advanced (formerly Level III) certification completion timeframe may change from 24 months to 48 months upon approval of the DoDI 5000.66, change 3.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Managing budget and evaluation activities of programs in terms of major funding, 2) Developing short and long-range plans covering overall program goals and objectives, 3) Developing current management information displaying complete costs, schedule and milestones, system progress, and variations from the established plan, AND 4) Preparing detailed and comprehensive justification for mission programs and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
