About the Position: This position is with the Defense Health Agency, Naval Hospital Bremerton, Washington. The purpose of the work involves developing, analyzing, and investigating a variety of unusual security problems to establish policies and procedures for the organization and its subordinate elements, including questions or conditions associate with assigned programs and established related requirements, criteria and guidelines.
Duties
Serve as the Personnel Security Manager and point of contact (POC) of a major Medical Treatment Facility (MTF) or Medical Center (MC) Personnel Security Program.
Responsible for the overall administration and control of the Personnel Security Program to include all actions pertaining to and concerning US security clearances in accordance with Defense Health Agency (DHA) and Department of Defense (DoD) Policy.
Ensure all required periodic investigation are handled as well as any derogatory actions that require action.
Make recommendations or change policies and programs, after identifying deficiencies and to resolve a variety of unusual and complex security issues.
Provide guidance for the issuance of all types of personnel security clearances as well as special category clearances.
Establish and maintain security and accountability of classified material.
Maintain security clearance record and files, and initiate independent reviews, as required, on all personnel having access to classified material.
Monitor all Child Background Checks for individuals who work with children under the age of 18.
Review Program Review Board (PRB) packets submitted by the Human Resources Office to ensure each packet is accurate and completed with the correct information
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a two-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is subject to screening and update of required immunizations screenings.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

Specialized Experience: One year of specialized experience which includes reviewing requests for security clearances and special accesses; applying agency or organizational regulations regarding the type of personal security check required (i.e., national agency check, special background investigation, etc.); preparing detailed written adjudicative analysis, citing applicable provisions of suitability guidance; advising management on matters about reinvestigation requirements and monitoring the reliability of the work force. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
