You will serve as a Deputy Security Officer in the Security Office at PSNS and IMF.

Duties

You will plan and assign work to be accomplished by subordinates, setting and adjusting priorities, providing technical oversight, and making decisions on technical, personnel and budgetary problems presented by subordinate supervisors. You will monitor the implementation of high-level security policies and guidance, modifying and making recommendations to adapt security guidance to local situations. You will negotiate with various internal and external groups to resolve controversial security issues and to promote the interests and viewpoints of PSNS and IMF. You will serve as the subject matter expert (SME) in applying principles and techniques for all security disciplines. You will assist in organizing teams to work together with off the shelf physical security equipment (PSE). You will resolve conflicts between security requirements and organizational mission and reconciles any challenges to security decisions. You will assist in identifying assets (property and structures) requiring protection by priority and location. You will develop, implement, install and inspect plans for security system devices. You will develop, implement, and maintain organizational security plans. You will conduct management studies with respect to workload, manning controls and manpower availabilities, program trends, personnel capabilities and expenditures for five security branches. You will identify ad prepare justification for all fiscal year expenditures for equipment, facilities and manpower and develops all out-year financial and manpower requirements to support new technology or mission support requirements. You will conduct conduct long-range, intermediate and immediate planning for anti-terrorism, personnel, physical, information, and operations security.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Incumbent must be agile and in good physical condition to travel distances around PSNS and IMF using a government vehicle, bicycle, or walking in a timely manner to security sites and to inspect facilities/buildings and industrial worksites.
  • Work is primarily in an office environment sitting comfortably, working at a desk and computer, but may require travel and site visits to other building and waterfront (dry docks, ships, etc.) work areas.
  • Some standing, bending, climbing, lifting and carrying of objects up to 30 lbs. will be required.
  • Inspections of security systems and boundaries will involve walking, stooping crawling and climbing ladders.
  • Work may also include working under pressure for several hours at a time and require adapting quickly to changing assignments and priorities.
  • Incumbent is responsible for following safe work practices, including the use of appropriate Personnel Protective Equipment (PPE).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector providing security management and oversight to support the implementation, monitoring, or evaluation of security programs or operations.
