Duties

As a Supervisory Environmental Protection Specialist, you will: Inform, interpret for and advise the Field Office Director or Regional Director, office program directors, (Housing, Public Housing and CPD), and other staff as appropriate, in the implementation of the Department's environmental and energy policies. Serve as a staff source of expertise in providing advice to program staff and professional colleagues on a wide variety of questions and problems including authoritative interpretation of agency policies and regulations to be followed in carrying out HUD's responsibilities under the National Environmental Policy Act of 1969, the National Historic Preservation Act of 1966, as amended, environmental sections of the Housing and Community Development Act of 1974, regulations and guidelines of the Council on Environmental Quality, procedures of the Advisory Council on Historic Preservation, Executive Orders, HUD, Regulations and issuances, and other HUD and federal authorities related to all elements of environmental considerations. (see 24 CFR 50.4 and 24 CFR 58.5) Supervise all Field Environmental Officers (FEO) within the region. Review and concur on all environmental assessments prepared by program staff where required. Ensure that technical assistance is available to program staff in connection with the preparation of environmental assessments, including the direct preparation of certain technical elements, as necessary. In the context of the environmental assessment process, review and make recommendations regarding the architectural, site planning and site engineering elements of projects to assure that sound planning and design theories and practices have been observed and that departmental policies, standards and procedures have been met.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Managing the development of, implementing, directing or evaluating environmental compliance reviews such as categorical exclusions, environmental assessments, or environmental impact statements for housing, community development, or federal disaster assistance projects under National Environmental Policy Act (NEPA) of 1969 (83 Stat. 852) [42 U.S.C. 4321] including experience in the National Historic Preservation Act, Endangered Species or Floodplain Management; AND Leading/managing a team of environmental protection professionals. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
