You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCE DEPARTMENT (Code 600), Ship Repair Budgeting (Code 612) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Duties
You will formulate budget and estimates to support plans, programs, and activities.
You will review and evaluate budget requests, control and reporting of obligations and expenditures.
You will develop, determine, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will perform specialized work involving managerial or administrative work in connection with accounting systems.
You will analyze, forecast, and interpret functions associated with the management and control of resources or funds.
You will be responsible for a variety of other fiscal, accounting, or financial management duties and responsibilities.
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying policies, regulations, and guidelines of financial oversight, budget formulation, and/or budget execution.
Experience researching guides to locate accounting, budgetary and financial information and preparing summaries for use by managers.
Experience processing invoices for payments and refunds in Wide Area Work Flow (WAWF).
Experience analyzing, reviewing, and verifying commitments, obligations and expenditures for each vessel assigned using STARS-FL, Command Financial Management System (CFMS) and WAWF.
Experience processing funding documents for Work Requests, Request for Contractual Procurement and Project Orders.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
