You will serve as a PROJECT SPECIALIST in the Office of the Operations OFCR IOCC of OICC MARINE CORPS MARIANAS.

Duties
You will coordinate meetings and communicate information on the Defense Policy Review Initiative, facilitate transfer of information on military construction projects, and identify and implement process improvements within the OICC MCM command.
You will act as liaison to communicate information on post-award project execution to ensure military construction projects are delivered with cost, time, quality, safety, and ethical requirements, and addresses GOJ personnel concerns and comments.
You will schedule and manage recurring meetings between executives and managers from US and Japanese government.
You will explain US contracting and construction management procedures and practices to GOJ personnel to gain understanding of actions and decisions made in execution of military construction projects.
You will apply knowledge and experience in acquisition, contracting, facilities engineering, and construction to propose, develop, and implement improvements to command execution of its mission.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing information management/coordination of the program and projects in post-award of construction contracts, performing liaison for program and project status, AND coordinating program requirements to maintain a strong working relationship between US and foreign government personnel.
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing information management/coordination of the program and projects in post-award of construction contracts and performing liaison for program and project status.

Ph.D. or equivalent doctoral degree
